About The Position

The Partner Liaison Manager is responsible for developing, managing, and expanding the network of Non-Act 129 Program Partners supporting the PECO Energy Efficiency Portfolio. This role serves as the primary liaison between external partners and internal program teams, ensuring alignment with PECO’s Act 129 Phase V energy efficiency goals and program performance targets. The Partner Liaison Manager leads external collaboration and incentive-braiding initiatives, strengthening relationships with residential program partners, low-income agencies, community organizations, contractors, and other market actors. Through proactive partner recruitment, onboarding, training, and performance management, this role drives participation in energy efficiency programs and contributes to achieving portfolio-wide energy savings goals.

Requirements

  • Bachelor’s degree in Business Administration, Engineering, Energy Management, Building Science, Construction Management, or a related field, or equivalent relevant experience.
  • Minimum 3 years of experience in energy efficiency programs, building performance, or utility program implementation.
  • Minimum 2 years of experience in account management or partner management.
  • Knowledge of energy efficiency technologies and building science principles
  • Familiarity with utility energy efficiency programs and regulatory frameworks (Act 129 preferred)
  • Experience using Customer Relationship Management (CRM) systems.
  • Strong relationship-building and stakeholder engagement skills
  • Excellent communication and presentation abilities
  • Ability to communicate technical concepts to technical and non-technical audiences.
  • Strong organizational, project management, and problem-solving skills
  • Ability to manage multiple priorities and deadlines.
  • Proficiency in Microsoft Office Suite.

Responsibilities

  • Partner Engagement & Relationship Management Develop and implement a Partner Account Management strategy to recruit, retain, and expand program participation across the partner network.
  • Serve as the primary point of contact for program partners, working in coordination with the PECO team as well as the Education and Outreach CSP, ensuring strong communication, clarity and satisfaction.
  • Build relationships with community organizations, low-income service providers, contractors, and program stakeholders.
  • Conduct partner meetings, workshops, and forums to facilitate collaboration and information sharing.
  • Identify and pursue opportunities to expand partner participation.
  • Attend outreach events, including those as requested by PECO.
  • Supports appliance recycling Saturday morning events (approximately 24 annually).
  • Partner Performance & Program Compliance Monitor partner performance against program participation and savings metrics.
  • Ensure partners comply with program policies, procedures, and documentation requirements.
  • Maintain accurate partner engagement records within the CRM (Salesforce.)
  • Provide regular reporting and updates to program leadership.
  • Partner Training & Technical Support Lead onboarding and training sessions for new and existing partners.
  • Provide guidance on energy-efficient technologies, building science, and program eligibility requirements.
  • Assist partners in identifying projects that qualify for incentives or rebates.
  • Understands the programs and funding structures available to braid with Act 129 incentives with external funding sources, maximizing project affordability and customer participation.
  • Train partners on completing program applications and required documentation.
  • Program Collaboration & Continuous Improvement Collaborate with internal teams to improve partner engagement processes and program delivery.
  • Coordinate with Marketing and Communications teams to ensure partners receive program updates and materials.
  • Identify process improvements that enhance program participation and operational efficiency.
  • Market Development & Industry Engagement Represent the program at industry events, conferences, and partner forums.
  • Monitor market trends, technologies, and regulatory developments affecting energy efficiency programs.
  • Identify new partnership opportunities to expand program reach.
  • Program Pilot Management & Coordination Coordinate with program management on the implementation of pilot initiatives, including developing work plans, timelines, and success metrics aligned with program goals.
  • Coordinate cross-functional teams, partners, and vendors to ensure pilots are executed efficiently, meet compliance, and stay on schedule.
  • Monitor pilot performance and manage reporting with insights and recommendations to inform program improvements and potential scaling.
  • Program Reporting & Documentation Prepare and present reports summarizing partner engagement activities and project status.
  • Track partner activity, project pipeline, and progress toward energy savings goals.
  • Conduct work in compliance with OSHA regulations and company safety policies.
  • Perform other duties as assigned.
