About The Position

This position will support safe and effective coordination of the terminal’s Marine Operations Department. The Marine Operations Department serves as the terminal’s primary marine interface with shipping agents, charterers, vessel owner’s technical teams, as well as other local maritime stakeholders in support of shipping activity. Responsibilities also include providing support across the marine spectrum where needed, support project development, contract scope and execution and lead terminal specific marine projects. This role also supports Commercial, Operations, Production Planning, Regulatory, and Business Development activities in matters pertaining to Marine Operations and LNG shipping. Provides oversight and compliance management of federal, local, and international regulations, as well as internationally recognized guidelines and best practices. This position will responsible for vetting all nominated LNG tankers. This position reports directly to the Director of Marine Operations and will have have one or more direct reports. This position will be located in Port Arthur, Texas and can require nonstandard working hours in order to provide 24/7 coverage. Required to have or successfully obtain a Transportation Worker Identification Credentials (TWIC).

Requirements

Typically requires a 4 year degree in a relevant field, or equivalent combination of relevant education and experience.
Typically requires 10 years of related experience.
Working knowledge of LNG plant operations and maintenance practices and shipping and marine operations.
Possess extensive experience in implementing best practices for operations.
Possess strong leadership abilities to build positive team environment, manage and influence team performance including mentoring
Possess in-depth knowledge of operating site safety, environmental, and emergency response programs
Possess analytical thinking and ability to utilize concise data and information while working through problems and implementing solutions
The ability to apply strong written and oral communication skills while presenting and participating in fruitful discussions with internal stakeholders
Ability to understand the complexities and risk associated with an operating LNG facility and make necessary strategic decisions to safely and reliably operate the facility.
Possess extensive knowledge and proficiency in the use of Microsoft Office Suite, i.e. Word, Excel, PPT, Visio to convey information with clarity through presentations and reports
Understanding of maintenance work process and permitting systems.
Working knowledge and experience overseeing, managing, and directing marine terminal operations and marine equipment maintenance for multiple marine terminals
Working knowledge and experience overseeing, managing, and directing marine/coastal engineering projects including managing marine engineering contractors
Working knowledge and experience overseeing, managing, and directing ship-terminal vetting
Working knowledge and experience overseeing, managing, and directing marine development projects
Have established relationships with shipowners, ship operators, ship brokers, and shipbuilders worldwide
Working knowledge and experience managing commercial shipping issues, chartering, and managing daily ship operations
Experience with maritime law and managing marine & shipping legal issues with associated marine operating and service contracts, SPAs, EPC contracts, and chartering agreements
Working knowledge and overseeing, managing, and directing marine service providers and associated operations including line handling and tugs and auditing such experience services
Working knowledge and experience overseeing, managing, and directing RFP team for acquiring tugs & line handling services and shipping
Working knowledge of tug design & operations and experience managing marine services contracts
Working knowledge and experience with marine security including MTSA and ISPS codes
Knowledge of international marine operating and engineering standards & best practices including SIGTTO, OCIMF, and PIANC guidelines
Ability to utilize existing relationships and to establish new relationships with USCG, local pilots, local port operations officials, local port regulatory authorities, waterway stakeholders, marine service providers, etc.

Responsibilities

Leads the development and implementation of policies and standards to ensure safe, secure, and efficient marine operations in adherence to government regulations and shipping protocols while reducing marine risk.
Provides commercial & marine operations support during negotiations of LNG supply/purchase agreements, gas supply/purchase agreements, charter agreements, joint venture agreements, & other commercial contracts.
Analyzes & identifies risks and opportunities embedded in the process of making/taking delivery of LNG.
Ensures compatibility between LNG carriers and terminal by vetting, auditing, ship, and terminal inspection.
Serves as designated marine representative for the terminal and as the point of contact with vessel agents, harbor pilots, line handling contractors, tug representatives, vessel representatives, and other port partners.
Accountable for the development of marine operations strategies, mitigations and procedures.
Manage all marine activity across the terminal and as necessary interfaces with key commercial and operations stakeholders.
Develop, maintain and review marine documents and records related to marine terminal operations, with focusing on continuity between terminals and operational procedures.
Deliver effective, fit for purpose marine advice, support and problem solving based on best practices, reasonable care standards and due diligence models.
Interface with federal, state, and local authorities; Prepares written reports with oversight in accordance with departmental policies and procedures, including case complaints; Provides safety orientation and background materials for employees and visitors of the terminal facility.
Supports and/or maintains marine operations related documentation such as the Facility Security Plan, USCG Operations Manual, Security Plan, USCG Emergency Manual.
Supporting the preparation and reporting of marine operations KPIs and operating costs.
Approves all vessel permits for work alongside.
Develops loading plans for vessels and jetty optimizations.
Approves custody transfer reports in accordance to the custody transfer manual.
Supports commercial departments in customer relationship and/or marine technical board meetings.
PALNG’s representative for the USCG, FERC, ACOE, IMO, SIGTTO, OCIMF.
Manages the planning and scheduling for Ready for Operations (RFO) documents and contracts of all marine operations to increase production, improve reliability, decrease interruptions, and improve efficiency.
Monitors and provides oversight of the day-to-day LNG marine aspects of commercial agreements (SPAs) with capacity stakeholders to include performance and operation requirements of vessels calling at PALNG.
Provides oversight for the marine commercial activities for PALNG including analyses, notices, invoicing, LNG Annual Production and Delivery Plan and daily, monthly, and intraday natural gas in and send-out scheduling.
Developed and maintains a safe and secure operating culture between PALNG and all Marine Service Providers to include: Pilots, line-handlers, cargo surveyors, ship agents, tug boats, US Coast Guard, and dredging operator.
Stays abreast of safety/operational/maintenance of installed equipment and operating services as well as potential upgrades/improvements to existing and developing facilities. Evaluates and recommend changes to maintenance and operational procedures and policies for continuous improvement.
Provides resident marine expertise and advice to PALNG leading to commissioning and full operation of the terminal incorporating expertise and relationships external to PALNG to ensure compliance with PALNG requirements, regulatory requirements, industry & international best practices.
Liaises with PALNG’s engineering staff on marine matters relative to terminal development and during construction phase.
Liaises with PALNG’s operations staff on marine matters relative to the development and management of operational and emergency procedures.
Initiates and develops the necessary relationships with shippers, governmental authorities, and other third-party stakeholders and supports/maintains existing stakeholder relationships.
Provides resident marine expertise and advice to PALNG leading to commissioning and full operation of the terminal incorporating expertise and relationships external to PALNG to ensure compliance with PALNG requirements, regulatory requirements, industry & international best practices.
Monitors and provides oversight of the day-to-day marine aspects of commercial agreements with capacity holders, with attention to performance, safety, and operational requirements of vessels calling at PALNG.
Maintains port/terminal, information database and maintain local information for vessels calling at PALNG.
Provides and supports the production Manager with marine advice relative to liaison with governmental authorities, shippers, and marine service providers.
Supports Operations & HSSE in the development of Emergency Response Procedures at the Terminal and Jetty including interfaces and responsibilities while the LNG Carrier is in the Port.
Ensures PALNG meets all regulatory codes, corporate values, (safety and health, environmental, quality and business continuity) plans and procedures as dictated by the IMS of the facility.
Assist in the development and execution of marine terminal contracts, again providing support to the terminal and the vendor.
Work with marine personnel to ensure safe, reliable, cost effective and environmentally responsible cargo transfer operations.
Support the operations team with in-depth knowledge and experience of marine assurance, including vetting, terminal compatibility, and mooring analysis.
