About The Position

The Contract/Procurement Lead is responsible for developing, writing, reviewing, and managing procurement and contracting activities for the Florida Rural Health Transformation Program. This position requires deep, practical knowledge of Florida procurement and contracting laws, rules, and policies, and the ability to independently manage complex procurement processes. The Contract/Procurement Lead will serve as the primary liaison between the Rural Health Transformation Program Office and the Agency’s Procurement Office. This position also leads the administration and oversight of all program contracts with vendors, ensuring compliance, performance monitoring, and alignment with program needs. The position reports directly to the Rural Health Transformation Program Director. This position is 100% grant-funded under the Rural Health Transformation Program with funding from Centers for Medicare and Medicaid Services (CMS). Funding is currently approved for five years (2026-2031); continuation of this position is contingent upon renewal or extension of grant funding. This position will be filled at $37.50 hourly and is non-negotiable.

Requirements

  • Extensive knowledge of Florida procurement and contracting laws, rules, procedures, and systems.
  • Demonstrated experience drafting, managing, and overseeing procurements for a Florida state agency or comparable environment.
  • Strong attention to detail and ability to ensure accuracy, compliance, and clarity in procurement and contract documentation.
  • Ability to work independently and manage multiple priorities and deadlines.
  • Excellent written and verbal communication skills.
  • Strong analytical and problem-solving skills.
  • Ability to establish and maintain effective working relationships with internal and external partners.
  • Five years of experience in procurement or contract management.

Nice To Haves

  • Experience working in procurement or contract management within a Florida state agency.

  • Experience coordinating with legal, procurement, budget, and finance offices.
  • A bachelor’s degree in public administration, business administration, legal studies, or related field.

Responsibilities

  • Lead the development, drafting, review, and execution of procurement documents, including scopes of work, competitive solicitations, and supporting materials.
  • Provide expert-level guidance on Florida procurement laws, rules, policies, and best practices to ensure all program procurements meet statutory and regulatory requirements.
  • Serve as the primary liaison to the AHCA Procurement Office, ensuring clear communication, timely coordination, and compliance with Agency procurement procedures.
  • Independently manage procurement timelines, deliverables, and workflows to support program implementation needs.
  • Review and edit procurement and contract documents for clarity, accuracy, risk mitigation, and legal and regulatory compliance.
  • Support evaluation processes, including development of evaluation criteria, review of vendor responses, and documentation of procurement decisions.
  • Prepare, review, and monitor contracts and contract amendments for accuracy, completeness, and alignment with program requirements.
  • Manage the program’s contracts with vendors, including monitoring performance, ensuring vendor deliverables are met, tracking timelines, and addressing compliance concerns.
  • Assist program leadership in identifying procurement strategies and selecting the appropriate procurement method for each initiative.
  • Maintain organized, accurate documentation for all procurement and contract activities.
  • Advise program staff on contract management practices, performance monitoring, and vendor relations.
  • Coordinate with legal, procurement, budget, finance, and program teams to resolve issues and support contract execution and administration.
  • Provide training or guidance to internal staff on procurement processes and contracting expectations when needed.
