About The Position

The incumbent administers Building Construction contracts; coordinates the activities of the Bureau of Building Construction Project Managers and other professionals involved in Fixed Capital Outlay (FCO) design and construction contracts; and develops and monitors projects progress and expenditures for release of funds. Works with Project Managers in the review of proposals and negotiation of fees. Prepares and administers contracts for professional services to include an analysis of the professional's proposal to determine if the fee is justified based on services performed as measured against current historical data. Prepares and administers construction contracts for construction management services (Guaranteed Maximum Price) to include an analysis of the contractor’s proposal to determine if the fee is justified based on services being performed as measured against current historical data. Prepares and administers contracts for construction of state fixed capital outlay projects which include reviewing initial construction budgets, authorities, bonds, insurance, related documents, and licenses of contractors and their agents for appropriate category assignments. Checks contracts, bonds, insurance for proper execution upon return from contractor and for proper in-house execution and assists in resolving problems concerning proper execution of contracts. Provides review and preparation of award of low bid contracts based on proposal, non-technical specifications, and bid package. Assists in the preparation of project budgets on the fixed capital outlay funds appropriated to the Department by the Legislature. Creates budget exhibits which display the distribution funding for fixed capital outlay delegation requests. Ensures the budget funding is from an appropriate source and carries out legislative intent. Creates budget exhibit changes in conjunction with requests from the Project Managers and client agencies to accurately reflect the current status of ongoing construction projects. Assists the Project Managers and client agencies when required Acts as a liaison between the Projects Managers and the contracted firms. Reviews submissions for completeness and correctness and assists the Project Managers in providing submissions. Provides analysis and interpretation of Statutes and Rules regarding contract issues and questions. Interprets contract documents. Assists the Project Managers in establishing the overall budget breakdown for projects; and Prepares, reviews, evaluates, and recommends fixed capital outlay requests. Writes special reports and performs other related duties as required.

Requirements

  • Knowledge of the principles and practices of competitive solicitations and contracting as outlined in Chapter 255 and Chapter 287, Florida Statutes and Rule 60D-5.
  • Ability to apply and implement rules, regulations, policies, and procedures relating to the competitive solicitation and contracting process.
  • Skilled in contract review and interpretation.
  • Ability to review, analyze, improve, implement, and track processes relating to procurement and contracting.
  • Ability to maintain clear and consistent procurement and contract files.
  • Ability to track, interpret, and report procurement and contracting data.

  • Florida Certified Contract Manager (required)
  • Valid Class E Driver’s License
  • A bachelor's degree from a college or university and four years of professional experience in systems analysis, management analysis, program planning, program research, program evaluation, contract management, engineering or administrative work.
  • A master's degree from a college or university can substitute for one year of the required experience.
  • Professional or nonprofessional experience as described above may substitute on a year-for-year basis for the required college education.
