About The Position

The Budget and Grants Compliance Manager is responsible for financial oversight, grants compliance, and budget management for the Florida Rural Health Transformation Program. The position ensures all program expenditures, budget processes, and fiscal activities comply with CMS requirements, federal grant guidance, state financial rules, and Agency policies. This includes overseeing federal grant compliance, preparing CMS financial reports, monitoring sub awardee spending, and ensuring program funds are used appropriately. The Manager will work closely with the Health Quality Assurance (HQA) Budget Manager and the Agency’s Budget Office while serving as the program’s central authority on budget operations, fiscal reporting, and grants compliance. This position reports directly to the Program Director and is housed at headquarters.

Requirements

Strong understanding of federal grant management, budget oversight, and financial compliance.
Experience managing large-dollar federal grants and monitoring complex grant budgets.
Knowledge of CMS fiscal requirements, federal cost principles (2 CFR Part 200), and state government budgeting practices.
Ability to interpret, apply, and communicate grant and budget regulations.
Strong analytical and financial skills, including the ability to identify errors, variances, and compliance risks.
Excellent documentation skills and experience preparing for audits or federal monitoring.
Ability to create budgets, forecast spending, and evaluate financial performance.
Strong communication skills, including the ability to train staff and sub awardees.
Ability to manage multiple deadlines, work independently, and prioritize effectively.
Proficiency with spreadsheets, financial tracking tools, and fiscal reporting systems.
Ability to collaborate with internal budget offices, leadership, and external partners.
Three years of experience in grants management, budget oversight, or financial compliancy in a public-sector or federally funded program.

Nice To Haves

A bachelor’s degree in accounting, finance, public administration, business administration, or a related field.
Advanced training or certification in grants management, fiscal compliance, or governmental financial administration is desirable.
Experience with CMS grants, federal healthcare funding, or public health financial oversight.

Responsibilities

Serve as the program’s subject matter expert on budget development, financial tracking, grants compliance, and federal fiscal requirements.
Work closely with the HQA Budget Manager and the Agency Budget Office to develop, monitor, reconcile, and adjust the program budget.
Ensure all budget activities, expenditures, and financial reporting comply with CMS requirements, federal grant rules, and state financial regulations.
Oversee federal grant compliance for all program-funded activities, including adherence to grant conditions, allowable costs, documentation requirements, and reporting timelines.
Monitor program spending, obligations, encumbrances, and spending rates to identify trends, risks, or variances.
Track grant compliance deadlines and ensure all required financial reports to CMS are accurate, timely, and complete.
Prepare budget summaries, expenditure reports, forecasting tools, and financial dashboards for leadership, CMS, and program stakeholders.
Review sub awardee budgets and expenditures to ensure proper use of funds, identify potential compliance risks, and ensure adherence to federal cost principles.
Provide training and technical assistance to program staff and sub awardees on fiscal policies, budget requirements, allowable costs, reporting expectations, and audit preparation.
Review invoices, reimbursement requests, and financial documentation for accuracy, compliance, and completeness.
Maintain thorough documentation of fiscal processes, compliance activities, and audit materials.
Identify financial or compliance risks and develop corrective actions or process improvements.
Support audit readiness, CMS monitoring, and internal financial reviews by preparing materials and responding to inquiries.
Work with procurement, contract management, regional leads, and other internal teams to ensure alignment between financial and programmatic operations.
Support long term financial planning, budget projections, and scenario modeling for the program.
Ensure legislative budget requests are completed accurately and submitted timely, including drafting and reviewing language for budget amendments and analyzing legislative budget proposals affecting the program.
Review the program’s legislative line items, identify needs for new or updated language, and work with the program team to ensure funding and operational requirements are clearly articulated.
Coordinate responses to legislative staff regarding budget questions, analysis, or requests, ensuring accuracy and alignment with program and CMS requirements.
