About The Position

The Business Services Section Leader in the Bureau of Operational Services is responsible for making recommendations for and coordinating all issues requiring Division management action for potential and existing concession operations, including: Contract development Making recommendations for potential private business relationships for concessions. Development of visitor services scope of operations, solicitation process, related Department policies and procedures, and new services and amenities. Provides recommendations regarding proposed concession operations to Division Leadership as needed. Researches and seeks out additional recreational contracted services for delivery within Florida State Parks that are consistent with the Division’s mission statement. Oversees the application of tools, techniques, and processes required to successfully transition new services and/or new service providers into the park environment. Ensures all concessionaires maintain compliance with existing concession contracts. Makes recommendations for and coordinates all issues requiring Division management action for existing concession operations, including contract management, performance improvement, and corrective actions. Monitors and maintains program compliance with all applicable laws, policies, and rules. Participates in all Department standard audit and quality assurance processes. Responsible for administrative oversight of Overnight Accommodations (camping and cabins) Programs through the Division’s Park Business System (PBS). Manage the Division’s named contract manager in monitoring performance and compliance of the PBS vendor. Recommend and implement process improvements and corrective measures as required. Responsible for establishing business rules and developing requirements with the vendor for any legislative mandates associated with overnight accommodation within the system. Coordinate ongoing analysis of Division business needs and effectively manage vendor configuration of the PBS in response to changes in policy or legislation. Ensure financial processes between the Park Business System and the Department’s Bureau of Finance and Accounting are completed timely and accurately. Responsible for administrative oversight of the Division’s annual entrance pass program, division awards, attendance and revenue reporting and other operational support functions. Serves as liaison with external business partners, concessionaires, other bureaus, district offices and field units on matters related to programs supervised by this position. Provides training as directed at annual training events as identified by Division Leadership. Participates in the unit management planning process. Also manages special projects assigned by Senior leadership. This is highly complex and independent management and leadership work supervising 11 direct and secondary reports in support of five district offices, 176 state parks, trails and historic sites, and the various bureaus and offices within the Division. This position is located in the Division of Recreation and Parks, Bureau of Operational Services.

Nice To Haves
