The Operations Specialist, Senior will provide support in administration, planning, and managing operations activities. The Operations Specialist, Senior will assist with improving operational management systems, processes, and best practices that guarantee organizational well-being.

Requirements

  • Highschool diploma or GED equivalent
  • 5+ years of experience with DoD operations and other relevant experience
  • Experience with process documentation
  • Secret Security Clearance
  • Demonstrated analytic and problem-solving skills
  • Proficient at capturing and reporting on key metrics
  • Experience tracking metrics using Excel/Access
  • Possess an understanding of DoD/Acquisition regulatory reporting requirements

Nice To Haves

  • Bachelor’s degree or higher preferred
  • Experience working with the US Army organizations is preferred

Responsibilities

  • Perform resource management or financial management activities associated with program management analyses for IT investment or implementation decisions, or PEO Enterprise program-focused evaluations or recommendations.
  • Provide enterprise oversight, expertise, and integration of enterprise project management in the areas of Continuity of Operations (COOP), organizational structures to support end-to-end enterprise management, quality management, continuous improvement, process management, culture, and change management (enterprise interface support).
  • Provide enterprise oversight, expertise, and integration of enterprise project management support for the Enterprise Service Delivery Project Review, current Army Information Technology System Management (ITSM) infrastructure, leverage accomplishments to date, analyze gaps within the infrastructure, and implement new or improved processes that will better enable the acceptance of technical solutions and COOP fail-over processes into an O&M environment. Provide a roadmap for continuous improvement leading to the full implementation of ITSM.
  • Provide recommendations for updating IT products, systems, and associated projects and programs based on data from Army organizations and other activities, which either define the system requirements in more detail or define alternate program acquisition strategies. These recommendations shall be developed in a timely manner and in accordance with the requirements for presentation of life cycle cost estimates for Army systems.
  • Assist with Integrated Product Team (IPT) meetings, record minutes, submit minutes, document findings, and lessons to the designated government lead per the PWS Deliverable Table. Assist in preparing Program Reviews and provide records of results to the designated government lead per the PWS Deliverable Table.
  • Develop and maintain PEO Enterprise documents in accordance with the various governing requirements. Review documents for compliance and accuracy, and make recommendations for improvements.
  • Formulate, Coordinate and assist with monitoring performance and progress against plans, baselines, and requirements.
  • Assist in the identification and resolution of issues impacting program/project cost, schedule, and performance.
  • Assist in the preparation and execution of internal and external Program Reviews and briefings to provide the PEO and other senior leaders with a comprehensive view of the following:
  • Work accomplishments and outstanding work
  • Upcoming work efforts
  • Estimates at Completion
  • Challenges and Issues
  • Prepare Program/Project senior leadership for external PM reviews, provide research support, data analysis, and multimedia creation services for senior leadership in preparation for external PM reviews.
  • Consult with Program/Project SMEs regarding background information in support of work activity descriptions and impacts.
  • Create and update guidance related to PM processes, roles, and responsibilities, and business rules.
  • Coordinate and participate in Integrated Product Team (IPT) meetings (syncing calendars, reserving conference rooms), contributing functional or technical expertise, and/or providing administrative support to any of the Government program office leads or managers.
  • Coordinate scheduling and execution of recurring meetings and reviews (e.g., Staff Call, Program Management Reviews, All Hands).
  • Coordinate weekly update of strategic calendar with significant activities, travel, and events.
  • Coordinate the scheduling and collection of program office inputs for each quarterly Risk Management Board.
  • Assume ownership of daily operations processes and routine products to ensure a precise, consistent flow of operations for organization leaders.
  • Convey the Government Operation Director’s taskings to Staff Directors and O-5 functional organizations and communicate in accordance with the PM (O-6) and Deputy Project Manager (DPM).
  • Proactively engage with stakeholders to identify and plan for senior-level engagements in a dynamic environment.
  • Analyze short-term, mid-term, and long-range planning on projects and tasks to anticipate potential complications, rapidly develop, and implement innovative solutions to ensure efficient handling of unplanned events and issues.
  • Prepare and distribute briefs based on stakeholder discussions and feedback to the PM and DPM in a timely manner, as needed; both in person and written as needed.
  • Review and analyze issues, provide recommendations and suggestions for improvements in any aspects relating to increased performance for RA leadership.
  • Develop, revise, recommend, and ensure implementation of policies, plans, procedures, and directives.
  • Prepare reports and presentations outlining the current status that cross organizational and functional lines.
  • May serve on a team and/or lead a team regarding various special programs/projects. Identifies existing or potential problem areas and recommends corrective action.
  • Identify areas needing emphasis and provide guidance to ensure programs and initiatives meet management expectations.
  • Deliverables (to include but not limited to the following): Reports and work products to include - Special Project Reports; Documentation of the results of analysis in white papers, presentations, or other required format to share the recommendations that meet the requirements.
