The Operations Manager will lead and direct the daily operation of assigned units to provide a safe, healthy, environmentally sound, and profitable work environment for Clear Lake employees and stakeholders. This role ensures efficient operation, compliance with safety, environmental, and regulatory requirements, and meeting production and quality targets. Requirements

  • BS Degree in Chemical Engineering or related field.
  • 8+ years of experience in a petrochemical manufacturing or refining facility.
  • Minimum 5 years in a leadership role within a high-hazard or PSM regulated environment.
  • Extensive knowledge of and experience in operations in a manufacturing facility along with proven leadership capabilities.
  • Broad knowledge of engineering principles governing petrochemical operations.
  • Experience in the chemical industry with strong background in plant operations and equipment.
  • Ability to coordinate the activities of operations personnel in all matters necessary to run the units in a safe, environmentally compliant, reliable, and efficient manner.
  • Strong knowledge of Process Safety Management (PSM) and Risk Management Plan (RMP).
  • Strong technical and analytical abilities in order to handle operational problems and plant compliance concerns with quick diagnosis and prompt decisions.
  • Ability to motivate and influence others.
  • Strong communication and diplomacy skills as this role will interact with all levels of the organization as well as the general public.
  • High level of proficiency with Microsoft programs.

Nice To Haves

  • Experience with ISO 9001 and/or RC 14001 management systems and audit processes.
  • Experience with continuous improvement methodologies (Lean, Six Sigma preferred).

Responsibilities

  • Lead and direct the daily operation of assigned units to provide a safe, healthy, environmentally sound, and profitable work environment for Clear Lake employees, and other stakeholders such as neighboring communities.
  • Lead and direct the efficient operation of assigned units ensuring compliance with safety, environmental, and regulatory requirements while meeting production and quality targets.
  • Champion a strong safety culture with a focus on process safety management (PSM) and zero-incident performance.
  • Ensure compliance with OSHA PSM, EPA RMP, RC14001, and all applicable local, state, and federal regulations.
  • Oversee process hazard analyses (PHA/HAZOP), incident investigations, and implementation of corrective actions.
  • Support Responsible Care initiatives, including metrics tracking, performance improvement, and community awareness.
  • Drive continuous improvement in EHS performance, including audits, EHS programs/procedures, and emergency preparedness.
  • Directly responsible for ensuring assigned units operate efficiently and in a safe and environmentally compliant manner, including safeguarding neighboring communities.
  • Oversee day-to-day operations and promptly communicate relevant issues to the Houston Area Manager and other discipline managers as appropriate.
  • Ensure production targets are achieved while maintaining product quality and operational efficiency.
  • Optimize plant throughputs, yields, and energy usage.
  • Participate in budgeting activities, review of costs and expenses, and strive for continuous improvement, cost efficiency in addition to safety of unit operations.
  • Ensure plant operations comply with ISO-9001 quality management system requirements and RC14001 standards.
  • Maintain and improve site management systems, including procedures, work instructions and records.
  • Lead or support internal and external audits (ISO/RC), ensuring readiness and successful outcomes.
  • Drive corrective and preventive actions stemming from audits, incidents and non-conformances.
  • Promote a culture of continuous improvement, data integrity, and operational excellence aligned with management system standards.
  • Ensure document control, change management, and training systems meet certification requirements.
  • Collaborate with engineering and technical teams to troubleshoot process issues and implement process improvements.
  • Support Management of Change (MOC) processes for modifications to equipment, procedures, or chemicals.
  • Maintain compliance with environmental permits, emissions standards, and waste management requirements.
  • Ensure proper documentation and adherence to standard operating procedures (SOPs).
  • Interface with regulatory agencies during inspections and audits.
  • Lead, coach and develop a team of supervisors, engineers, operators and support staff.
  • Promote accountability, engagement, and continuous learning within the operations team.
  • Ensure adequate staffing, training, and competency development of all operational roles aligned with ISO and RC requirements.
  • Administer plant personnel policies, evaluate employee performance, and make recommendations to management on hiring, promotions, salaries, compensation philosophies, coaching and counseling and if necessary, the release of people under his/her direction (with the assistance of the HR business partner).
  • Partner with maintenance and reliability teams to ensure equipment integrity and minimize downtime.
  • Support preventive and predictive maintenance programs.
  • Participate in turnaround planning and execution.
  • Oversee safe storage and handling of raw materials and finished products.
  • Ensure compliant and efficient product loading and shipping operations.
  • Coordinate with supply chain, logistics, and customer service teams to meet delivery requirements.
  • Require presence in the workplace on a regular basis and an ability to work extra hours if needed.
  • On-call availability for plant emergencies or critical operational needs.
  • Work collaboratively with team members with different backgrounds and perspectives.
  • Assist other employees in accomplishments of company goals.
  • Follow instructions and perform other duties as may be assigned by supervisor.
  • Participate in Environmental, Health, & Safety initiatives as set forth by the company.
  • Participate in and complete company required training programs.
