About The Position

This position performs advanced level work with the responsibility of managing the Property Section under the supervision and direction of the Bureau Chief of General Services, Division of Finance & Operations. This role involves supervising staff in the Property Section and overseeing functions related to Property, Surplus, Mail Services, Warehouse and Distribution Center, Office Moves, and Cubicle Modifications. The incumbent is responsible for ensuring that all purchases by the Department of Education and Chapter 1-Mirgrant Education Program comply with Chapter 273, Florida Statutes, the rules of the Auditor General, Chapter 10.300 – State – Owned Tangible Personal Property for guidance in property control, and the FLAIR (Florida Accounting Information Resources) Property System Manual. The ideal candidate must be productive under tight timeframes, capable of balancing multiple and competing priorities, and able to maintain goal-directed behavior and performance, sometimes under stressful conditions. Interaction with others must be courteous, and performance should not negatively affect productivity or morale.

Requirements

Responsibilities

  • Communicate with, motivate, train and evaluate employees, and plan and direct employees’ work.
  • Prepare expectations, complete performance appraisals, and meet with staff individually to discuss expectations and/or performance issues throughout the year.
  • Develop work plans, ensure proper office coverage and approve monthly timesheets and leave requests for all direct reports.
  • Participate in the hiring process and have the authority to make hiring recommendations as well as disciplinary recommendations.
  • Provide oversight of bureau operations, including but not limited to: building modifications and renovations, ADA compliance, mailroom operations, warehouse operations and property inventory.
  • Responsible for all functions for expenditures for improvements that are made on state owned buildings including ensuring depreciation calculations are completed.
  • Review all Ariba On Demand requisitions for the Department of Education, the Division of Blind Services and Vocational Rehabilitation offices throughout the state and approve or deny the request, to ensure that all purchase requests comply with regulations and the organizations policies.
  • Work with vendors in getting quotes for different projects that take place within the Turlington Building.
  • Review the monthly redistribution of costs of statewide Florida Department of Education moving charges and provide this information to the Comptroller’s Office for payment.
  • Responsible for ensuring that the FLAIR Custodian Delegate File is updated and maintained in accordance with rules and regulations of the State of Florida.
  • Ensure that all Delegated Coordinators and Custodian Delegates are properly trained on policies and procedures.
  • Manage the completed OCO vouchers, calculate per unit costs, approved property tag assignment forms and assign tag numbers to newly acquired property, send tags to appropriate division, and input property data into the FLAIR Property Subsidiary Subsystem.
  • Oversee research and records property acquisitions, transfers, disposals (i.e. scrap, donations, trade-ins) and records transaction 16’s appropriate.
  • Manage the property pending file and ensure that all transactions are cleared on a monthly basis.
  • Maintain a close review of property functions, in either case accounting of custodial depending on the function and/or transaction type, the activity initiated will affect the General Ledger or property master file, or both.
  • Assist in maintaining property records in accordance with the rules and regulations of the State of Florida and Chapter 273, Florida Statutes, the rules of the Auditor General, Chapter 10.300 – State – Owned Tangible Personal Property for guidance in property control, and the FLAIR (Florida Accounting Information Resources) Property System Manual.

  • Annual Leave - Employees in Senior Management Service and Selected Exempt Service positions are credited with 176 hours of annual leave upon appointment. In subsequent years, the annual allotment is credited on the anniversary date of the initial appointment.
