About The Position

QED Systems, LLC is recruiting an Operations Analyst to join their team at the Pentagon in Arlington, VA. This role supports the HQDA G-3/5/7 Support Services contract. The Operations Analyst will be responsible for monitoring tasks and events for the Emergency Management (EM) Branch, coordinating workflow, managing project schedules, and keeping leadership informed. Key duties include managing shared file systems, coordinating scheduled events, administering ETMS2 accounts, drafting operational correspondence, coordinating with internal and external working groups, leading community preparedness activities, managing the Ready Army website, and executing administrative tasks related to EM operations. The position also involves facilitating key Army EM events and providing guidance on Army policy revisions.

Requirements

  • Detail-oriented with excellent technical, verbal, and written communication skills.
  • Must have the ability to work within Government-provided software packages with emphasis on MS Office products, for example, Outlook, Word, SharePoint, PowerPoint, and Excel.
  • Must be able to think critically and apply analytical methodologies to raw data to present clear and precise recommendations.
  • Ability to focus on Mission requirements while tracking multiple competing priorities.
  • Require minimal supervision in the fast-paced, critical environment of the Army Headquarters.
  • Must be proficient in the Enterprise Task Management Software Solution (ETMS2) (formerly Task Management Tool).
  • Ability to clearly articulate analysis through both oral and written communication.
  • Ability to provide executive, technical, and administrative support to senior leaders.
  • Demonstrate proficiency with the Army EM Program as outlined in AR 525-27 and DA-PAM 525-27, ensuring all actions align with current policies and objectives.
  • ACTIVE CLEARANCE LEVEL REQUIRED: Top Secret w/ SCI eligibility.
  • Bachelor’s degree required.
  • At least five (5) years of related experience required.

Responsibilities

  • Serve as the monitor of all tasks and events assigned to the Emergency Management (EM) Branch, coordinating workflow and maintaining project schedules. Keep branch leadership and members informed of daily and weekly activities, ensure progress to deadlines, and develop products to meet branch requirements.
  • Manage shared branch file systems and assist in the coordination and synchronization of scheduled events with the Army Protection Division, ensuring audio/visual support is ready prior to event execution.
  • Manage the EM Branch’s ETMS2 accounts on SIPR and NIPR. Assign and track taskings, prepare responses for Government approval, and support task staffing outside ETMS2. Additionally, develop a system to analyze internal and external task actions both qualitatively and quantitatively.
  • Assist in drafting and editing operational correspondence, including EXORDs, FRAGOs, and other written communications in support of emergency management efforts.
  • Coordinate with internal and external working groups and Army public affairs to support HQDA EM programs, disseminate standardized guidance, and ensure alignment with Army policies.
  • Lead the coordination of community preparedness activities across the Army, including development and standardization of outreach efforts, execution of the Ready Army awareness campaign, and support for National Preparedness Month.
  • Manage the Ready Army website as EM Branch Administrator, ensuring OPSEC training is conducted, and materials are accurate, relevant, and up-to-date.
  • Coordinate with the Army Core Organization Administrator to review, submit, and upload emergency readiness content. Serve as liaison to OSD, OAA, OCPA, and Commands for National Preparedness coordination and compliance.
  • Execute administrative tasks related to EM operations, including maintaining calendars, emergency contact rosters, briefing materials, and deliverables.
  • Act as meeting facilitator for key Army EM events such as the Army Steering Group and annual conference.
  • Provide guidance on Army policy revisions and ensure compliance with the Army publishing process.
