GRADE 16 LOCATION OF POSITION Annapolis, MD Main Purpose of Job The Operations Division of the State Treasurer’s Office (STO) covers a variety of mission critical areas such as procurement, inventory management, building services and more. This position will work closely with the Director of Operations to support the mission and goals of the State Treasure’s Office. This position will assist with agency operations procedures and processes to improve efficiencies, perform and/or oversee administrative responsibilities within the division, and communicate with all division directors to ensure support resources are available to effectuate business operational needs. This position's core responsibilities include assisting with operational policy and procedure development for the whole agency through implementation and management of policies/procedures. This position is heavily involved with inventory management, coordination of agency travel including expense reimbursement requests, equipment maintenance contracts, building services, and other operational functions for STO. This position will ultimately be responsible for ensuring operational processes are current, compliant, and running smoothly. The ideal candidate demonstrates strong analytical judgement and attention to detail, with the ability to translate complex regulations into clear practical procedures/policies. They proactively assess risk, ensure regulatory adherence, and establish effective procedures that align with the organization’s goals. This individual should excel at tracking implementation and progress using data and reporting tools while monitoring compliance, identify gaps, and drives continuous improvement.

Requirements

  • Graduation from an accredited high school or possession of a high school equivalency certificate.
  • Four years of administrative staff or professional work.
  • Candidates may substitute 30 college credit hours from an accredited college or university for each year up to four years of the required experience.
  • Candidates may substitute the possession of a Bachelor's degree from an accredited college or university for the required experience.
  • Candidates may substitute the possession of a Master's degree from an accredited college or university for the required experience.
  • Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for- year basis for the required experience.
  • Candidate must be willing to work in STO's Annapolis and Baltimore locations.
  • Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
  • Candidates will be subject to a background investigation to include driving, credit, and criminal history.

Nice To Haves

  • Experience developing, implementing, and monitoring policies and procedures.
  • Experience researching, interpreting, applying and/or auditing laws, regulations, guidelines, or other technical specifications.
  • Experiencing reviewing and editing fiscal contracts in a legal or title company setting.
  • Experience with inventory management and expenses reimbursement an operational setting.
  • Knowledge of Federal, State, and Local regulations within the State of Maryland.
  • Regulatory compliance experience.
  • Proficiency in Microsoft Outlook, Word, and/or Excel.
