About The Position

Parsons is looking for an amazingly talented OCO Mobile Product Manager to join our team! In this role you will get to Define and communicate the product vision and roadmap for cyber mission systems, with a focus on mobile device technology and networking, in support of OCO. What You'll Be Doing: Provide thought leadership and work with key stakeholders to understand requirements, build partnerships, and provide technology solutions for the mobile environment. Lead Product backlog refinement, ensuring features and capabilities for mobile platforms are well defined, prioritized, and decomposed into actionable user stories. Collaborate with other Product Managers, Release Train Engineers, and Scrum Masters to drive Program Increment (PI) execution, risk mitigation, and cross-team collaboration for mobile-related projects. Engage with Joint Cyber Weapons stakeholders, USCYBERCOM, NSA, Services and CCMDs to gather feedback and align capability delivery for mobile operations. Participate in technical exchange meetings (TEMs), operational working groups, and other OCO forums related to mobile technologies. Partner with clients to understand business objectives, user behaviors, and product vision, develop product concepts, roadmaps, test plans, and functional specifications for mobile applications. Collaborate with designers and engineers to conceptualize, design, and deliver multi-platform applications for mobile devices. Lead engagements alongside company partners as well as the top designers and technologists in the industry.

Requirements

  • Active TS SCI w/Polygraph
  • Min 12 years with Bachelors, 10 years with Masters, or 16 years with HS Diploma or Associates Degree; significant portion of experience in the mobile technology sector.
  • Degree in Systems Engineering, Computer Science, Information Systems, Engineering Science, Engineering Management or related discipline from an accredited college or university.
  • Strong background in Human Intelligence (HUMINT) with demonstrated experience in sensitive activities, with a specific focus on identities in cyberspace
  • Experience working with government agencies or contractors in the intelligence or defense sectors is highly desirable.
  • Deep understanding of mobile device technologies, including both physical and emulated devices, mobile app ecosystems (iOS and Android), and mobile networking protocols.
  • Strong leadership, communication, and analytical skills, along with experience with Agile methodologies and cloud services.
  • Familiarity with mobile-specific technologies such as MDM/EMM solutions, mobile security, and app store dynamics.
  • Experience with Atlassian tools, such as Jira and Confluence.
  • Experience in the development of products and/or management in a development environment.
  • Hands-on personality, take ownership, actively engage with team, constant engagement with key stakeholders.
  • Good with documentation.
  • Understand team needs, get them what their needs are.

Nice To Haves

  • MBA or similar degree is a plus
  • SAFe Product Owner/Product Manager or similar Agile certification(s) is desirable.
  • Training focused on the unique aspects of managing mobile products, including user experience (UX) for mobile, app store optimization (ASO), and mobile analytics.
  • Training in Cybersecurity principles that demonstrates expertise in designing, implementing, and managing a best-in-class cybersecurity program.

  • Guide and mentor less experienced product managers, collaborating to deliver products on time and within budget.
  • Work with various stakeholders, including clients, senior management, and other teams, to gather feedback and shape product requirements.
