About The Position

Parsons is looking for an NQA-1 Quality Manger to join our team! We are seeking an experienced and forward‑thinking Quality Manager with deep knowledge of the nuclear industry, NQA‑1 program development, and inventory/systems integration. In this role, you will play a key part in developing and implementing a nuclear‑compliant quality program for design, procurement, construction management, and commissioning, enhancing operational readiness, and aligning our systems to support safe, reliable, and compliant execution.

Requirements

  • Bachelor's Degree in Engineering, Construction, Project Management, Business or Quality discipline or related field (or equivalent work experience).
  • 10+ years of work experience in Quality, or related field.
  • 5+ years experience in a supervisory, management, or lead capacity.
  • Nuclear industry experience with direct involvement in NQA-1-regulated programs, quality requirements, supplier quality oversight and CGD, and compliance activities.
  • Hands‑on experience developing, implementing, and maintaining NQA‑1 programs, including procedures, audits, and qualification requirements.
  • Strong knowledge of quality systems, regulatory requirements, and industry standards applicable to nuclear design, procurement, construction, and operations.
  • Demonstrated experience partnering cross‑functionally to drive complex program or process implementation.
  • Ability to analyze quality data, assess risk, and implement effective corrective/preventive actions.
  • Excellent communication skills with the ability to influence at all organizational levels.
  • Requires strong leadership and supervisory ability and expert knowledge of Quality Management practices, processes and current technology
  • Requires thorough experience in directing and implementing quality management systems and standards specified by ISO 9000, ASME, ANSI, ASTM and similar organizations
  • Clear communication, presentation, and interpersonal skills
  • Ability to analyze business situations (ROI, cost per unit)
  • Effective written, verbal, analytical, problem-solving, and risk assessment skills.
  • Ability to make public presentations
  • Proficiency in Microsoft Office (Word, Excel, PowerPoint)

Nice To Haves

  • Master’s degree preferred.
  • Experience supporting nuclear‑related supply chain programs or vendor qualification processes.
  • Inventory and systems integration experience, including ERP or MES platforms, with a focus on traceability and configuration control.
  • Familiarity with ASME, DOE, NRC, or related nuclear regulatory frameworks.
  • Experience integrating quality requirements into enterprise digital systems (SAP, Oracle, Maximo, etc.).
  • Prior leadership experience in a quality, operations, or engineering function.
  • Advanced certification(s) in Quality (e.g., CQE, CQA, CMQ/OE) or Nuclear QA.
  • Experience in a highly regulated, safety‑critical environment beyond nuclear (aerospace, defense, etc.).

Responsibilities

  • Lead development, implementation, and continuous improvement of an NQA‑1–compliant quality program to support a nuclear materials processing project.
  • Oversee quality governance across operations, engineering, and supply chain to ensure adherence to regulatory and customer nuclear requirements.
  • Integrate quality requirements with program and project safety programs, plans, and procedures to ensure high quality and safe performance and regulatory compliance.
  • Integrate quality requirements into enterprise systems, including inventory management and ERP platforms, to ensure traceability, configuration control, and material readiness.
  • Support and coordinate development of interfacing client quality programs for operations and maintenance of nuclear materials processing and accountability systems.
  • Partner cross‑functionally with engineering, program management, operations, supply chain, and vendors to drive quality planning and execution.
  • Develop and maintain quality procedures and work instructions aligned to NQA‑1 and other applicable nuclear standards.
  • Lead audits, assessments, and corrective actions, ensuring issues are identified, contained, and resolved effectively.
  • Coordinate quality requirements with DOE, NRC, and integrated regulatory requirements.
  • Provide leadership, training, and coaching on nuclear quality expectations, processes, and system requirements.
  • Support supplier qualification and oversight for nuclear‑related materials and services, including support of commercial grade dedication (GCD) procedures.
  • Drive continuous improvement initiatives to strengthen quality culture, reduce risk, and enhance process compliance and performance.
