About The Position

Global Support and Development (GSD) is looking for a National Response Systems Effectiveness (NRSE) Manager to stand as the architect of readiness for our most critical humanitarian efforts. The position is full-time, on site, and located at HQ in Charlotte, N.C. Requirements

  • Five (5) or more years of relevant management experience in humanitarian aid, disaster response, or development project management, preferably in the humanitarian sector;
  • Three (3) or more years experience operating in Telecoms, Energy, or WASH in low-resource or emergency settings, preferably in an international context; and
  • Proven experience developing programs and teams for government entities, NDMAs, or regional bodies (CDEMA/CEPREDENAC) in the Caribbean or Central America.
  • Degree in Disaster Management, International Development, Engineering, Logistics, or a related field;
  • Or equivalent experience and training, depending on position
  • ICS, 100, 200, 700, 800;
  • Certification in project management is desired.
  • Ability to converse on technical topics (radio systems, solar grids, water filtration) to bridge the gap between technical engineers and non-technical government stakeholders;
  • Strong organizational skills with the ability to manage multiple complex projects simultaneously;
  • Excellent communication and negotiation skills, with high cross-cultural competence;
  • Proven ability to lead and motivate teams to produce quality results within challenging timeframes and ongoing change;
  • Program oversight and management, development of programmatic policy, procedure, and guidelines;
  • Ability to coordinate multiple projects simultaneously under pressure;
  • Confident and effective written and verbal communication, to include presentation ability;
  • Cultural awareness and the ability to work collaboratively with a wide array of stakeholders to build and maintain relationships;
  • Discernment for confidentiality in relation to organizational, partner, and donor activities and communications;
  • Strong organizational skills and the ability to rapidly shift tasks;
  • Experience working and/or traveling domestically and internationally;

Responsibilities

  • Lead the day-to-day management and implementation of NRSE technical projects, specifically in the domains of ETC, Emergency Power (solar/backup generation), and Emergency Water;
  • Oversee the execution of Port Preparedness strategies, ensuring maritime assets and seaports are integrated into national disaster response plans;
  • Manage project timelines, budgets, and deliverables, ensuring alignment with GSD’s Strategy 2030 and specific Country Work Programs;
  • Coordinate technical assessments (e.g., warehouse power audits, connectivity surveys) and translate findings into actionable project plans;
  • Implement the Human Capital Strategic Plan, focusing on the standardization and certification of volunteer networks (CERT) and professional responders at various levels;
  • Facilitate training workshops, simulation exercises, and "train-the-trainer" programs to ensure local partners can operate and maintain GSD-provided infrastructure;
  • Support the integration of MHPSS (Mental Health and Psychosocial Support) into national response frameworks, ensuring first responders have access to psychological first aid and peer support systems;
  • Serve as an operational focal point for NDMAs, maintaining regular communication to ensure projects are co-designed and meet local needs;
  • Collaborate with regional bodies (CDEMA, CEPREDENAC) to align national projects with regional standards and interoperability protocols;
  • Coordinate with GSD’s internal technical teams (Innovation, Maritime, Aviation, Operations and Response ) to deploy specialized assets effectively during project implementation;
  • Liaise and coordinate with consultants and contractors to ensure follow up on project implementation;
  • Deploy on short notice to disaster-affected areas to serve as a Coordination Manager or technical liaison within an Emergency Operations Center (EOC).
  • Facilitate the rapid integration of GSD surge assets (e.g., power, water, comms) into the national response structure during active emergencies;
  • Develop, implement, and execute plans, processes, and projects in support of departmental strategy, maximizing efficient use of resources and ensuring shared vision;
  • Support the professional development and growth of direct reports;
  • Support critical decision-making processes, to include identifying issues and driving problem-solving, especially in resource-constrained and time-sensitive contexts;
  • Support budgetary planning, control, and analysis for the NRSE Section;
  • Prompt and action GSD’s core values of accountability, humility, and integrity in all work we conduct;
  • Promote good stewardship of financial and other resources to achieve maximum benefit to those impacted by disaster or at risk of impact; and
  • Perform other duties as assigned.
