About The Position

Aurora Water's mission is to enhance and protect the quality of life for Aurora citizens by providing safe, dependable and sustainable water, sewer and stormwater services, today and in the future. The Environmental Compliance Superintendent, under the direct supervision of the Manager of Environmental Compliance Services, is primarily responsible for overseeing, managing, and advancing the City of Aurora's compliance with its Municipal Separate Storm Sewer System (MS4) permit and associating stormwater compliance programs

Requirements

  • Bachelor's Degree in stormwater management, environmental science, environmental policy, public administration, engineering, or other closely related field
  • At least five (5) years of progressively responsible experience in stormwater program management, including at least three (3) years of direct MS4 permit compliance experience
  • Minimum of two (2) years of supervisory experience or an equivalent combination of education, training, and experience that demonstrates required knowledge, skills, and abilities to meet the supervisory responsibilities
  • Comprehensive knowledge of MS4 permit requirements in Colorado, stormwater regulations, rules and policies, and best management practices.
  • Knowledge of applicable Federal, State, and local laws, codes, and regulations related to stormwater management practices
  • Skill in program management
  • Skill in technical writing and analysis
  • Skill in data interpretation
  • Skill in using computers and associated software including word processing, spreadsheets, and databases
  • Strong customer service skills
  • Skill in checking information for accuracy and completeness and correcting errors
  • Strong interpersonal, decision making, analytical, and negotiating skills; and
  • Excellent oral and written presentation skills
  • Problem solving and conflict management resolution
  • Ability to read and interpret civil drawings, site plans, and construction documents to assess compliance with environmental stormwater regulations.
  • Ability to establish and maintain effective working relationships with employees, all levels of management including executive staff, citizens, and elected officials
  • Ability to establish and maintain effective working relationships with state and federal employees and state legislators, as necessary
  • Ability to interpret and apply environmental laws and regulations
  • Handle sensitive situations with tact and diplomacy
  • Communicate effectively both orally and in writing and synthesize complex information into a more useful format for decision-maker
  • Make decisions and solve complex technical and permitting problems
  • Direct and effectively supervise a diverse workforce; and
  • Administer budgets
  • Must have a valid Colorado driver's license with good driving record.
  • Possession or ability to obtain, within the first 18 months of employment, the following certifications: CISEC Inspector of Sediment and Erosion Control certification Transportation Erosion Control Supervisor (TECS) certification

Responsibilities

  • Supervises the MS4 Inspections Supervisor and other assigned staff responsible for implementing and enforcing requirements under the MS4 permit
  • Serves as the acting supervisor for the MS4 inspection team during the absence of the MS4 Inspections Supervisor, ensuring continuity of oversight and operations
  • Supervises and leads direct reports, which includes, but is not limited to, making recommendations regarding selection, hiring, training, evaluating, and disciplining of assigned employees
  • Reviews completed work and work in progress to ensure the quality and quantity of work performed
  • Coordinates the execution of MS4 compliance programs and projects to ensure compliance with the City's MS4 permit
  • Assists the Environmental Compliance Manager on the development and implementation of MS4 program policies and best practices to maintain compliance with MS4 permit conditions
  • Tracks and interprets regulatory developments related to the Clean Water Act, Colorado Water Quality Control Act, Colorado Discharge Permit System (CDPS), and stormwater specific rulemakings, Water Quality Control Commission activities and guidance issued by the Colorado Department of Public Health and Environment (CDPHE) and the Environmental Protection Agency (EPA)
  • Enforces compliance with MS4 permit requirements within the city
  • Assess programs and operational resource needs to support MS4 compliance and implementation efforts
  • Lead the development of scope of work, coordinate procurement processes, and oversee consultant or contractor performance to ensure timely and effective completion of stormwater-related tasks, studies, and deliverables
  • Provides strategic guidance and technical support to City departments and Aurora Water teams regarding stormwater best management practices and permit requirements
  • Leads coordination with regulatory agencies and industry stakeholders for MS4 permit renewals, modifications, and negotiations on behalf of Aurora Water
  • Serves as an advocate for Aurora Water in stormwater related stakeholder engagements and rulemaking processes
  • Coordinates with the City's purchasing division publishing requests for proposals and in selecting contractors and consultants, pursuant to the needs of the Water Department
  • Develops and implements MS4 data collection and tracking mechanisms, documentation, and annual reporting requirements.
  • Establishes and documents workflows, standard operating procedures (SOPs), and performance metrics for MS4 compliance
  • Ensures necessary reporting requirements are completed and submitted within the designated timeframes, including spill reports and annual reports required by the MS4 permit
  • Coordinates internal training programs and educational outreach on stormwater management best practices and permit requirements
  • Presents at regional and local events
  • Performs other related duties as assigned
