About The Position

The Vermont Department of Health (VDH) is seeking an individual with emergency medical services (EMS) and public health experience to serve as a Mobile Integrated Healthcare (MIH) Program Manager. This position will play a central role within the Mobile Integrated Healthcare Development Team, located within the Office of Emergency Medical Services (OEMS). Based at the Department of Health in Waterbury, Vermont, this position is responsible for planning, program development, implementation, and ongoing management of a statewide Mobile Integrated Healthcare program for the Vermont EMS system. Duties include federal and state programmatic and fiscal management, grant and contract oversight, performance management, and technical assistance. An advanced level of subject matter knowledge of Mobile Integrated Healthcare, combined with considerable knowledge of the principles of planning, organizing, and communications is needed. This position requires significant collaboration and coordination with state and community partners. As a core member of the MIH Learning Collaborative and liaison to EMS agencies, this position will facilitate conversations across the state with EMS and health care entities to provide recommendations and technical support for the design, implementation, and ongoing improvement of MIH programs and systems integration. This position will be responsible for working with early MIH program adopters to support regional implementation and build the framework for statewide MIH program growth. Development of program recognition criteria, participation in the review and approval process for MIH program applications submitted by EMS agencies, and providing recommendations for statewide MIH expansion based on pilot outcomes are major job responsibilities. This position will conduct research on MIH regulatory approaches used in other states and will assist in the development of proposed statutes related to Vermont MIH program recognition and oversight. This position will contribute to higher-level strategic planning and priority setting around MIH programming. Work on MIH-related model operational and clinical protocols will be expected, as will the design and implementation of a standardized education and training infrastructure to support the phased statewide rollout of a MIH program. This position will be responsible for a plan to collect and manage data entered into state data system specific to MIH. This includes the integration of ImageTrend's Community Health Module software package with the state's EMS ePCR system, SIREN. This position will work in partnership with OEMS to develop a continuous quality improvement or evaluation plan to understand the programmatic and fiscal impact of MIH services. This position may assist in the analysis and interpretation of data and may be assigned responsibility for preparing a variety of reports using program data. Requirements

  • Master’s degree in public health, public administration, business administration, environmental science, emergency response, human services, social sciences related fields or health-related fields AND one (1) year or more of experience in public health or human services related programmatic work including experience leading a team or project
  • OR Bachelor’s degree in public health, public administration, business administration, environmental science, emergency response, human services, social sciences related fields or health-related fields AND two (2) years or more of experience in public health or human services related programmatic work including experience leading a team or project
  • OR Two (2) years or more of experience as a Public Health Specialist II
  • OR One (1) year or more of experience as Public Health Specialist III
  • Pass any level of background investigation applicable to the position
  • Private means of transportation must be available for required travel
  • Advanced level of subject matter knowledge of Mobile Integrated Healthcare
  • Considerable knowledge of the principles of planning, organizing, and communications
