About The Position

Military Standards Analyst Location: Hampton, Virginia Rivet Operations Company (“Rivet”) is seeking experienced Military Standards Analyst with specialized expertise supporting Joint and Combined command and control information exchange across U.S. forces, NATO, allied, and partner nations. Rivet is an exceptional industry partner to the Department of Defense (DoD) and a leader in physical security, operating in tactical environments, process improvement and development, as well as configuration management by developing and engineering. Military Standards Analyst will provide skills in translating operational doctrine, tactics supporting configuration control boards, advising senior stakeholders on technical and policy implications, and harmonizing U.S. and NATO message standards to enable effective multi-domain and coalition operations.

Requirements

  • Education: Bachelor’s degree in a technical field such as engineering, computer science, or a related discipline.
  • Air Operations Center (AOC) Experience: Minimum of five (5) years of operational experience working in an Air Operations Center (AOC) or similar Tactical Command and Control (C2) environment (e.g., TAOC, CRC, AWACS).
  • USMTF Message Experience: At least five (5) years of experience using or managing USMTF messages (e.g., OPTASK LINK, Air Tasking Order (ATO), Airspace Control Order (ACO)).
  • Character-Oriented Messaging Experience: Minimum of five (5) years of experience using software systems that employ character-oriented message exchanges, such as USMTF.
  • Demonstrated experience supporting configuration management, standards development, or interoperability analysis for USMTF or related C2 messaging systems.
  • Strong analytical skills with the ability to interpret and extract relevant information from complex operational and technical documentation.
  • Excellent written and verbal communication skills for producing technical evaluations, briefings, and formal change proposals.
  • Microsoft Office Proficiency: At least five (5) years of recent experience using Microsoft Excel, PowerPoint, and Word.
  • Position requires applicant to be a US Citizen and able to obtain the required security clearance for the position.

Responsibilities

  • Analyze Joint Doctrine, USAF Tactics, Techniques, and Procedures (TTPs), Concepts of Operations (CONOPS), Initial Capabilities Documents (ICDs), issue papers, plans, and related operational documentation to identify information exchange requirements.
  • Develop U.S. Message Text Format (USMTF) change proposals and Information Exchange Requirements (IERs)
  • Translate operational user information exchange needs into USMTF proposals and technical evaluation
  • Review and evaluate proposed Message Text Format Interface Change Proposals (ICPs) from other U.S. Services and Commands and NATO, assessing interoperability, integration, and implementation impacts.
  • Identify and develop solutions supporting effective configuration management of DoD Interface Standard U.S. Message Text Format and associated message catalogs.
  • Provide technical information, briefings, and presentations
  • Advise leadership voting principals on technical aspects of proposed changes, policy and doctrinal implications, and anticipated positions of other Services or allied nations.
  • Perform staff support functions, including collecting, tracking, and responding to action items assigned to the USAF
  • Develop change proposals supporting NATO Air IERs, including formatting IERs and drafting change proposals to update Allied Data Publication-3 and NATO message catalogs.
  • Review and evaluate NATO Message Text Format change proposals developed by other nations, NATO Commands, or IER panels; provide technical assessments addressing interoperability, integration, and implementation considerations.
  • Develop, evaluate, and harmonize NATO Air Operations IERs in support of combined and coalition operations.
  • Develop and review U.S. guidance packages prepared for NATO working groups.
  • Draft responses and technical comments for action items from all Message Text Format meetings prior to suspense dates, as directed by the Government.
  • Develop change proposals to express USMTF messages in XML format (XML-MTF) and evaluate technical proposals implementing XML schema from other Services and allied nations.
  • Evaluate impacts of existing documentation on affected systems, operational procedures, and doctrine; provide recommendations for approval, disapproval, and implementation of proposed changes.
  • Research and develop background papers, staff studies, talking papers, and presentation materials in support of government leadership and mission objectives.
