About The Position

The Attorney General is the chief legal officer of the State of Maryland. The Office of the Attorney General (OAG) has the general charge, supervision, and direction of the State’s legal business, acting as legal advisors and representatives of the major agencies, various boards, commissions, officials, and institutions of State Government. The OAG also protects the public by civil enforcement of antitrust, civil rights, consumer protection, and securities laws and regulations and by the prosecution of organized crime, Medicaid fraud, environmental crimes, insurance fraud, state tax evasion, and other statutorily assigned matters. As Maryland’s 47th Attorney General, Anthony G. Brown leads the Office with a critical focus on equity, justice, and fairness. GRADE 15 This position offers a salary range of $29.83/hour - $42.03/hour, with potential for advancement up to $46.41/hour based on qualifications, equity, and hiring guidelines. Initial salary offers are determined by qualifications, experience, and available budget, and typically do not exceed $42.03/hour. LOCATION OF POSITION Office of the Attorney General Consumer Protection Division 200 St. Paul Place Baltimore, Maryland 21202 Main Purpose of Job The OAG is seeking qualified applicants for a contractual Mediator position shared between the Mediation and Health Education and Advocacy Units in the Consumer Protection Division. A hybrid remote telework and three days in-office schedule option is available per applicable policies and procedures. The Consumer Protection Division (CPD) enforces Maryland’s laws against unfair, abusive, and deceptive trade practices involving consumer goods, consumer services, health-related goods and services, real estate, credit, and debt collection. Through investigations and legal action, CPD works to stop illegal business practices, secure restitution for harmed consumers, and deter future misconduct. The Mediation Unit assists consumers in resolving disputes with businesses and is staffed by a Director, Deputy Director, 12 Mediation Supervisors, one Mediator, five administrative staff, and approximately 30 volunteers and interns. The Health Education and Advocacy Unit provide mediation and education services related to billing, insurance coverage, medical records, and medical equipment, and is comprised of a Director, Deputy Director, 8 Ombudsmen, 2 Case Coordinators, 1 Administrator, and approximately 7 volunteers and interns. Each year, the units handle between 12,000 and 14,000 consumer complaints and manage all other public inquiries directed at the Consumer Protection Division. Last year alone, they responded to more than 60,000 inquiries via phone calls and email. POSITION DUTIES The Mediator plays a key role in ensuring the quality and timeliness of the mediation process. Requirements

  • Graduation from an accredited high school or possession of a high school equivalency certificate.
  • Three years of administrative staff or professional work.
  • Candidates may substitute 30 college credit hours from an accredited college or university for each year up to two years of the required experience.
  • Candidates may substitute the possession of a Bachelor's degree from a college or university for the required experience.
  • Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included the regular use of independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year-for-year basis for the required experience.

Nice To Haves

  • BS degree from an accredited four-year college or university.
  • At least 2 years’ experience in mediation, social work, consumer assistance, or the legal field.
  • Proven experience in mediating consumer protection and/or medical billing/insurance related matters.
  • Working knowledge of Microsoft programs and databases.

Responsibilities

  • Negotiate and resolve complex consumer and health-related complaints in a fair and timely manner.
  • Support the management of the unit’s daily caseload to ensure efficient operations and case progression.
  • Maintain accurate and up-to-date records of all complaint activities within the case-tracking database.
  • Educate consumers about their marketplace rights and available protections.
  • Respond promptly and professionally to inquiries received via email and hotline services.
  • Remain current on laws and regulations governing consumer transactions to ensure compliance and informed guidance.

  • Contractual employees working for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, with a current employment contract and a schedule of 30 or more hours per week (or an average of 130 hours per month), may be eligible for subsidized health benefits for themselves and their dependents.
  • As a contractual employee, you will pay 25% of the premiums for medical and prescription coverage, including enrolled dependents, while the State of Maryland subsidizes the remaining 75%.
  • You may also elect dental coverage, accidental death and dismemberment insurance, and life insurance at full cost.
  • Additionally, contractual employees who have worked 120 days within a 12-month period may be granted leave, accruing at one hour for every 30 hours worked, up to a maximum of 40 hours per calendar year.
  • The State also offers a free mass transit benefit for local bus and express bus services.
