About The Position

We are seeking an experienced Master Planner to support long-range planning, development, and optimization of complex facilities, campuses, and military installations. The ideal candidate will have experience preparing and updating master plans, conducting site planning analyses, and coordinating large-scale infrastructure planning—preferably within DOD, MILCON, military bases, or federal facilities. Candidates with strong urban, community, or campus planning backgrounds will also be considered. This role plays a key part in shaping future construction, land use, infrastructure investment, and mission support requirements across multi-building or multi-campus environments.

Requirements

  • Bachelor’s degree in Urban Planning, Architecture, Civil Engineering, Geography, Environmental Design, or a related field.
  • 2+ years of experience in master planning, site planning, urban planning, installation planning, or facilities development.
  • Experience in military, DOD, federal, or large campus environments preferred.
  • Knowledge of land-use planning principles, zoning, infrastructure systems, and facility lifecycle planning.
  • Familiarity with UFC standards, DOD planning practices, and/or military construction processes strongly preferred.
  • Proficiency with planning software and tools such as AutoCAD, GIS, SketchUp, Revit, Adobe Creative Suite, or other visualization tools.
  • Strong ability to interpret engineering drawings, maps, and technical documents.
  • Excellent communication skills with the ability to present planning concepts to both technical and non-technical audiences.

Nice To Haves

  • Master’s degree in Planning, Architecture, Engineering, or related field.
  • Prior experience with MILCON, USACE, NAVFAC, AFCEC, IMCOM, or other DOD engineering organizations.
  • AICP (American Institute of Certified Planners) or similar certification.
  • Security Clearance or ability to obtain one.
  • Experience developing Area Development Plans (ADP), Installation Development Plans (IDP), and Capital Improvement Plans.

Responsibilities

  • Develop and update Installation Master Plans, Area Development Plans (ADPs), and long-range planning documents.
  • Conduct site planning, land-use analysis, space planning, and infrastructure capacity studies.
  • Support planning for MILCON, capital improvements, and facilities modernization initiatives.
  • Coordinate with engineering, architecture, environmental, and construction teams to ensure alignment with long-term planning goals.
  • Utilize and interpret Unified Facilities Criteria (UFC), installation planning standards, anti-terrorism/force protection requirements, and other DOD regulations as applicable.
  • Analyze site constraints, environmental factors, utility infrastructure, traffic flow, and sustainability considerations.
  • Prepare planning graphics, diagrams, maps, and presentations to support leadership decision-making.
  • Review proposed projects for compliance with the Master Plan and recommend adjustments as needed.
  • Engage with stakeholders across military units, government agencies, and engineering teams to guide future development.
  • Conduct feasibility studies and planning-level cost assessments.
  • Support scenario modeling and alternative development analysis for large-scale campus layouts.
