About The Position

ECS is seeking a Master Planner to work in our Ft. Bragg, NC office.   ECS Federal has an immediate opening for a Master Planner for XVIII Airborne Corps’ Joint Innovation Outpost (JIOP) located in a contractor facility. The ideal candidate will serve as a senior expert and advisor in end-to-end planning and integration of technologies, models and systems in meeting the needs of the Warfighter.   Candidate must be able to assist in developing strategic plans, provide recommendations and guidance across the full spectrum of DOW staffs and as a communication interface between senior levels of Government and industry.   Candidate must have experience with DoW network environments; and the ability to interface from all levels from end-users to senior management. Candidate must be able to take ownership of tasks and deadlines; work without supervision; commit to high quality results; and provide common sense technical solutions. In addition, candidate should be adaptable, detail-oriented, and have well-developed written, verbal, and interpersonal skills.

Requirements

  • Must be a US Citizen
  • Active Secret Security clearance, and ability to receive a TS/SCI clearance
  • Must have a Bachelor’s Degree
  • Must have at least 10+ years experience in planning, program scheduling and operations
  • Ability to assess the development and progress of on-going and planned programs to validated Army requirements supporting major Army initiatives.
  • Ability to develop a means to improve communications with Army users of JIOP technologies to ensure that user needs and requirements are met.

Responsibilities

  • Develop the Integrated Master Schedule to align multiple engineering efforts, teams and contractual delivery milestones.
  • Lead/participate in working groups, program development forums, analytical activities, readiness exercises, training, education and other forums.
  • Build and maintain complex, multi-year program baselines that link technical requirements (SOW) and work breakdown structures (WBS) across different functional organizations.
  • Identify and analyze the primary and secondary critical paths to predict delivery risks and advise leadership on contractual impacts.
  • Assist in overseeing and developing training standards, assessing readiness and ensuring effective technical training programs
  • Participate in technical incident response and security assessment activities.
  • Support and provide knowledge transfer to team members and clients.
  • Conduct other duties as needed.
