About The Position

This position is responsible for performing duties coordinating the County’s Marine Safety Program with responsibility for administering the waterway marker system demarcating the boundaries of restricted speed zones and manatee protection areas, and a channel marker system consisting of private aids to navigation (day beacons) marking channels in Tampa Bay and Old Tampa Bay.

Requirements

Knowledge of marine safety issues and related natural resources in a marine environment.
Knowledge of Federal, State, and local marine safety laws, regulation and policies.
Skill in the analysis and resolution of marine safety issues.
Skill in the use of computers and related software.
Ability to safely operate a medium sized power boat.
Ability to prepare complex reports.
Ability to plan, organize and supervise the work of others.
Ability to work effectively with others.
Ability to communicate effectively both orally and in writing.
Graduation from an accredited four-year degree granting college or university with a major in a Marine Biology, Environmental Studies, Ecology, or a related natural or physical science; AND
One year of experience in the field of marine safety and/or marine resources management; OR
An equivalent combination of education (not less than a high school diploma/GED), training, and experience that would reasonably be expected to provide the job-related competencies noted above.

Responsibilities

Manages the County waterway marker system consisting of uniform waterway markers demarcating the boundaries of restricted speed zones and manatee protection areas.
Manages the County channel marker system consisting of private aids to navigation (day beacons) marking channels in Tampa Bay and Old Tampa Bay.
Coordinates with law enforcement agencies to verify speed restriction requirements on County waterways.
Secures permits from applicable federal, state, and other regulatory agencies, and supervises installation of approved waterway markers and private aids to navigation.
Maintains an inventory of all waterway markers and private aids to navigation, and identifies requirements for inspection, cleaning, and repair or replacement as required.
Manages the derelict vessel removal program, which includes coordinating with state and local law enforcement agencies on identification of abandoned vessels, applying for state grant funds, and securing and managing contracts with marine salvage vendors to remove the vessels.
Determines requirements for the establishment of boating speed restrictions on County waterways and coordinates with law enforcement to verify requirements.
Represents the organization before various boards, citizen advisory groups, business associates, government agencies, and judicial hearings on matters pertaining to marine safety activities.
Administers the County manatee protection program and recommends issuance/denial of exceptions from speed restrictions in manatee protection areas.
Prepares and submits applications for federal, state, and local grants to support the marine safety program and develops plans and projects to use grant funds received in accordance with grant guidelines.
Acts as liaison between the County and Federal, State and Local regulatory agencies and represents the County at Federal, State and Local marine meetings.
Supervises the work of subordinate staff by scheduling, assigning and reviewing work, providing training and counseling, and evaluating performance.
Performs other related duties as required.
