About The Position

Overview
Manage CLL Atlantic, including offshore and harbor vessels. Directly supervise tug and barge personnel. Hire, train, and evaluate marine personnel as appropriate. Produce weekly operating reports. Assist in vessel scheduling as required. Oversee Port Captains and Barge Operations Supervisors on administrative and operational needs.
Responsibilities
Organizes, directs, and supervises the CLA operating areas, and provides support and oversight of Port Captains, Barge Supervisors, and vessel crews. This includes the CLA inland and offshore marine assets.
Evaluates marine operations risks and works closely with larger CLL oversight teams to facilitate consistent safe marine operations across all our operating regions.
Able to mentor the shoreside Port Captains and vessel Captains in a positive work environment, and continued support of our CLA Safety and Operational mission.
Develops and/or revises policies and procedures in the companies Safety Management System (SMS) to facilitate safe and quality operational standards.
Implementation of policies and procedures to ensure compliance within the CLL Safety Management System. (SMS). This will include working with HSE, Operations, Engineering, and vessel crews.
Evaluates and enhances training standards for CLA vessels and Crews.
Oversees the inspection process for CLA tugs, including Port State, Class, SIRE, and all regulatory inspections and audits. Ensure that this information is reviewed and properly documented on the proper reporting platforms.
Work closely with CLL Vetting Department to ensure CLL Atlantic vessels are fully operational and free of any restrictions. This includes SIRE inspections, Port State Inspections, and Customer vetting requirements.
Ensures company compliance with Master’s Reviews, navigational assessments, and all pre-employment reviews and ultimate operational and safety documentation. Ensures continued assessment of all tug crew members as indicated in the CLL SMS crew evaluation metrics.
Will ensure tug compliance with all customer vetting requirements and will maintain operational performance consistent with customer needs.
Evaluates risk assessments and job safety analysis information to ensure proper oversight is done on a proactive basis. Ensures that good management oversight is assigned to all projects, with emphasis on a safe plan that is clearly understood by all.
Will work with local and Senior Engineering groups to ensure proactive vessel repair and upkeep, with the goal of keeping all vessels safe and fully operational.
Assist in incident investigations and liaise with HSE and Senior Management on investigative findings, lessons learned, and plans for remediation.
Attend local Harbor Safety Committee meetings and stay up to date on legislative and regulatory issues facing CLL Atlantic and its customers.
Attend companywide meetings that have impact on the CLL Atlantic operations.
Perform in the company Spill Management team as assigned.
Other duties as assigned by Regional General Manager.

Requirements

• Five (5) years at sea on tugboats, tankers, or equivalent military experience.
• Five (5) years of increasingly responsible management experience in the maritime industry.
• Four (4) year college education in maritime, or equivalent work experience required.
• Extensive knowledge of tugboat and oil transportation industry.
• UCCG Master’s license and experience on an offshore towboat is required.
• Must be thoroughly familiar with inland and ocean-going tugs. Both conventional and ATB classed assets.
• Knowledge of terminal and refinery operations.
• Working knowledge of Microsoft Suite (Word, Excel, Outlook, PowerPoint)
• Ability to work with others using courtesy, tact, and good judgment.
• Maintain the confidentiality of all sensitive communications.
• Ability to understand and execute complex oral and written instructions.
• Ability to work independently with minimal or no guidance.
• Ability to work with office staff and vessel crew members.
• Must be able to read, speak, write, type, and understand English in person and over the telephone.
• HAZWOPER (including Incident Command System) training within 90 days of being hired.
• Valid First Aid and CPR training
• Valid state driver’s license and U.S. Passport
• Must be physically fit enough to board barges and tugs at sea and in port.
• Frequently required to board tugs, barges, and ships, at dock or at anchor in all weather conditions and at all hours.
