The primary mission of the North Carolina Department of Environmental Quality (DEQ) is to provide science-based environmental stewardship for the health and prosperity of all North Carolinians. The North Carolina Department of Environmental Quality (DEQ) is the lead stewardship agency for the protection of North Carolina's environmental resources. The organization, which has offices from the mountains to the coast, administers regulatory programs designed to protect air quality, water quality, and the public's health, and works to advance in all-of-the-above energy strategy that fits North Carolina's needs. DEQ also offers technical assistance to businesses, farmers, local governments, and the public and encourages responsible behavior with respect to the environment through education programs provided at DEQ facilities and through the state's school system. DEQ touches the lives of all North Carolinians in many ways to enhance and ensure our quality of life. The Law Enforcement Major is responsible for developing and implementing the policies and procedures necessary for the Division of Marine Fisheries to fulfill its law enforcement mission. This position includes supervisory responsibilities for the Division's Marine Patrol Section and the creation of a comprehensive training program, as well as evaluating training needs. The individual in this role must understand the concepts and practices related to Marine Fisheries law enforcement and supervision. They should use a methodical and logical approach to address the needs of internal and external customers. Additionally, they must demonstrate the ability to develop or modify procedures to solve problems and provide constructive feedback. A thorough knowledge of Marine Fisheries enforcement policies and guidelines, as well as state and federal laws related to Marine Fisheries enforcement, North Carolina General Statutes, Fisheries Rules for Coastal Waters, and Marine Fisheries proclamations are essential. The candidate should also possess a comprehensive understanding of Division of Criminal Information rules, policies, and procedures, as well as National Marine Fisheries regulations. Proficiency in reading navigational charts and county/state maps is required, and the individual must be skilled in operating a patrol vessel. This position also requires the ability to supervise and manage staff performance and the daily operations of the Marine Patrol Section, including telecommunications for the Division of Marine Fisheries. The Law Enforcement Major will be responsible for human resources management, including the recruitment of officer candidates. They are expected to coach, document, and address officer performance, employing effective supervision techniques to assist officers in challenging situations. Monitoring and guiding the work performance of subordinates and consulting with supervisors to discuss problems and alternative solutions are also key responsibilities of this role.
