About The Position

The primary mission of the North Carolina Department of Environmental Quality (DEQ) is to provide science-based environmental stewardship for the health and prosperity of all North Carolinians. The North Carolina Department of Environmental Quality (DEQ) is the lead stewardship agency for the protection of North Carolina's environmental resources. The organization, which has offices from the mountains to the coast, administers regulatory programs designed to protect air quality, water quality, and the public's health, and works to advance in all-of-the-above energy strategy that fits North Carolina's needs. DEQ also offers technical assistance to businesses, farmers, local governments, and the public and encourages responsible behavior with respect to the environment through education programs provided at DEQ facilities and through the state's school system. DEQ touches the lives of all North Carolinians in many ways to enhance and ensure our quality of life. The Law Enforcement Major is responsible for developing and implementing the policies and procedures necessary for the Division of Marine Fisheries to fulfill its law enforcement mission. This position includes supervisory responsibilities for the Division's Marine Patrol Section and the creation of a comprehensive training program, as well as evaluating training needs. The individual in this role must understand the concepts and practices related to Marine Fisheries law enforcement and supervision. They should use a methodical and logical approach to address the needs of internal and external customers. Additionally, they must demonstrate the ability to develop or modify procedures to solve problems and provide constructive feedback. A thorough knowledge of Marine Fisheries enforcement policies and guidelines, as well as state and federal laws related to Marine Fisheries enforcement, North Carolina General Statutes, Fisheries Rules for Coastal Waters, and Marine Fisheries proclamations are essential. The candidate should also possess a comprehensive understanding of Division of Criminal Information rules, policies, and procedures, as well as National Marine Fisheries regulations. Proficiency in reading navigational charts and county/state maps is required, and the individual must be skilled in operating a patrol vessel. This position also requires the ability to supervise and manage staff performance and the daily operations of the Marine Patrol Section, including telecommunications for the Division of Marine Fisheries. The Law Enforcement Major will be responsible for human resources management, including the recruitment of officer candidates. They are expected to coach, document, and address officer performance, employing effective supervision techniques to assist officers in challenging situations. Monitoring and guiding the work performance of subordinates and consulting with supervisors to discuss problems and alternative solutions are also key responsibilities of this role.

Requirements

  • Bachelor’s degree in a related field from an appropriately accredited institution, and six years of progressive law enforcement experience; or equivalent combination of training and experience.
  • Basic Law Enforcement Certification under North Carolina Criminal Justice Training and Standards Commission.
  • Must possess or be able to obtain and maintain a valid driver’s license.

Responsibilities

  • The Law Enforcement Major, with assistance from law enforcement supervisors, interviews and selects applicants for Marine Patrol vacancies, as well as counsels/disciplines employees.
  • The Law Enforcement Major, with the assistance of the Law Enforcement Captains, is responsible for projecting, compiling, and maintaining an operational budget for the Marine Patrol Section and establishing enforcement priorities as they relate to patrol activities. This requires long-range budget projections, cost effectiveness of equipment and consistent review of expenditure to ensure operational stability.
  • This employee is responsible for the supervision and daily operations of the North Carolina Marine Patrol Section. This employee directs the law enforcement efforts of the Division of Marine Fisheries in the 2.7 million acres of ocean and coastal waters and 4,000 miles of shoreline in 21 eastern counties of North Carolina. The Law Enforcement Major is responsible for the development and implementation of policies and procedures necessary for the Division of Marine Fisheries to carry out its law enforcement mission. This employee has supervisory responsibility for the Division's Marine Patrol Section and is responsible for the development/implementation of a comprehensive training program and evaluation of training needs.
  • This employee ensures proper interpretation of laws and Fisheries rules for Coastal Waters and recommends rule changes that enable the Division to meet its law enforcement mission and resource management objectives. The Law Enforcement Major works closely with the N.C. Attorney General's Office to develop policies and enforcement guidelines to be followed by Marine Patrol officers to ensure that investigations, searches, and seizures are made in accordance with applicable statutes in order to minimize risk and liability to the investigating officer, the division and the State of North Carolina.
  • This position is responsible for identifying and solving enforcement logistics and operational problems, providing communications, training/support for Marine Patrol personnel in all districts and providing the framework for law enforcement consistency within the Division. Effectively communicates with others. Prepares and checks documents to ensure they are neat, accurate, and complete. Interact with people assertively, rather than passively or aggressively. Monitors’ land critiques subordinate presentations and communications in court and administrative settings, to improve officer effectiveness. Works with other agencies within the state government and federal government to build working relationships in order to better assist each other in our common goals.
