About The Position

The Talent Acquisition and Workforce Planning Manager leads recruitment strategies that support the organization’s workforce needs and long-term goals. Partnering with department leaders, the Manager anticipates staffing needs and oversees the full recruitment lifecycle while guiding and supporting the recruiting team. This role ensures an effective, compliant hiring process, optimizes the Applicant Tracking System, and establishes key performance indicators to measure and improve recruitment outcomes. In collaboration with HR and Finance, the Manager also contributes to compensation benchmarking, salary structure updates, and the advancement of best practices in talent acquisition. Requirements

  • Bachelor’s degree in human services, human resources, business, or related field of study required.
  • At least 3 years of experience managing all phases of the recruitment and hiring process.
  • Experience with HRIS and ATS systems.
  • Experience using MS Office Suite.
  • 3 years of experience with reporting and tracking recruitment data.
  • Ability to work productively with many different types of people, strong verbal and written communication skills.
  • Ability to work independently and as part of a team; highly organized and detail-oriented
  • Ability to work in an environment that requires high level of discretion.
  • Ability to work with sensitive and confidential information.
  • Strong analytical and problem-solving skills.
  • Ability to multitask and to prioritize tasks and to delegate them when appropriate.
  • Must be able to work in a fast-paced environment.
  • Advance level knowledge of employment-related laws and regulations.
  • Proficiency with or the ability to quickly learn the organization’s HRIS and talent management system
  • Effectively interact and work collaboratively in a flexible work environment with a variety of constituents including clients and family members or caretakers, interns, volunteers, paid staff, CEO, board members, and community partners.
  • Ability to express ideas with clarity, confidence and sensitivity.
  • Must be able to maintain confidentiality involving clients in accordance with organizational and federal guidelines.
  • Familiarity with working with and hiring paid staff, interns and volunteers.
  • Ability to manage a high volume of tasks and complexity in a fast-paced work environment, shifting priorities as needed.
  • The employee must pass a criminal background check.
  • All staff providing services to staff or clients, must be free of illegal drugs and abuse of alcohol, and must be fully able to always perform all required duties.
  • The employee must be available to perform the duties of the job during most, but not limited to core business hours (between 9-5pm, M-F), some flexibility with schedule may be available (evening and/or weekend hours).
  • Employees will work mostly on-site but may work some hours remotely with the approval of supervisor.
  • The employee is also required to travel to different locations. Therefore, the employee must have access to reliable transportation.

Responsibilities

  • Develop and implement recruitment strategies aligned with the organization's goals and workforce needs.
  • Collaborate with department leaders to understand staffing requirements and create effective hiring plans.
  • Provide Management, guidance, direction, and support to the Talent Acquisition team and contractors.
  • Foster a positive and collaborative team environment, encouraging professional growth and development.
  • Oversee the end-to-end recruitment process, including job requisition, candidate sourcing, screening, selection, hiring and onboarding.
  • Ensure compliance with company policies and relevant employment laws.
  • Review job requisitions, assign recruiters based on business needs, and post jobs across platforms (Indeed, LinkedIn, Maryland non-profit, etc.)
  • Manage all onboarding and orientation processes.
  • Maintain vendor relations and contracts.
  • Oversee the configuration, utilization, and optimization of the Applicant Tracking System (ATS).
  • Ensure the system effectively supports the recruitment process, from requisition creation to onboarding.
  • Train team members on ATS usage and stay informed about updates and enhancements to maximize its functionality.
  • Establish key performance indicators (KPIs) to measure the effectiveness of the recruitment process.
  • Regularly analyze metrics to identify areas for improvement and report on recruitment outcomes.
  • Work closely with hiring managers and other stakeholders to understand their needs and provide recruitment support.
  • Foster strong relationships with internal teams to enhance collaboration.
  • Identify opportunities for process improvements and efficiency enhancements within the recruitment function.
  • Implement changes to optimize the talent acquisition process.
  • Support the compensation program ensuring internal equity, fair and transparent salary determinations, and benchmarking relevance.
  • Implement and manage recruitment, onboarding, and clearance of volunteer, 1099 and intern programs.
  • Participate as a key member of the Internship Program Team (IPT) to focus on internship recruiting and engagement initiatives.
  • Plan, coordinate, and participate in recruitment events such as job fairs, industry conferences, and networking events.
  • Work with community organizations to develop partnerships and identify opportunities to recruit volunteers and Interns.
  • Develop university partnerships to coordinate internship placements and trainings and provide ongoing support for EveryMind interns.
  • Manage and maintain Recruitment SOP’s and Recruitment Handbook.
  • Manage and maintain Organization’s Job Descriptions.
  • Conduct regular salary benchmarking to ensure the organization's compensation packages remain competitive in the market.
  • Collaborate with HR and finance teams to establish and maintain accurate and fair salary scales.
  • Other duties as assigned.
