About The Position

The Security Manager supports the Manager, Risk with all areas of physical security including the physical assets of the Authority’s buildings, equipment, and process infrastructure. The Security Manager leads a team across multiple areas including security, privacy, physical security, internal investigations, and business continuation. The Security Manager provides leadership, vision, and strategic direction for the effective identification, development, management, and assessment of security initiatives and standards which are aligned with Authority’s strategic priorities and business objectives. This position ensures Homeland Security compliance, develops and enforces protective measures against serious threats of harm and loss, such as vandalism, theft, and outside intruders.

Requirements

  • Bachelor degree in Criminal Justice, Emergency Management, Business Administration or related field preferred.
  • Must have at least five years of supervisory or management experience in the area of corporate security, facility security, military security or law enforcement.
  • Must have a valid Texas driver's license
  • Certified Protection Professional (CPP), Certified Fraud Examiner (CFE), Loss Prevention Certified (LPC), or Certified Threat Manager (CTM) certification required.
  • Working knowledge of Microsoft Office Suite, including Excel, Word, Outlook, Blue Beam, Origami, and Adobe Acrobat; knowledge of state and federal legal statutes as applicable; knowledge of visitor control and Video Management systems.
  • Knowledge of security design standards and requirements.
  • Must be able to direct the work of others with minimal direct supervision.
  • Must possess good written and verbal communication skills.
  • Must possess leadership ability and supervisory talents.
  • Other helpful skills include critical thinking, active listening, and the ability to remain professional in stressful situations.
  • Good computer skills.

Nice To Haves

  • Public Utilities or Consulting experience preferred.
  • Texas Level II non-commissioned private security license preferred.

Responsibilities

  • Develop, implement and communicate facility security policies, protocols and procedures to include development and implementation of an Authority Security Masterplan.
  • Develop security standards for physical facility security for new and all existing facilities and security monitoring and access control systems for all TRA facilities. Conduct inspections of TRA facilities to ensure compliance with standards.
  • Conducts and evaluates vulnerability and risk assessments by conducting security audits; writing reports; developing, coordinating, and managing mitigation projects designed to reduce vulnerabilities and the consequences of threats; coordinating budgets, security upgrades, and plans; and producing terrorism threat summaries and briefings. Facilitate business continuity planning across Authority facilities and departments.
  • Manage contract security vendor(s) to include contract security guards, peace officers, electronic security to include access control, and security camera partner relationships to include facilitating the vendor selection process, contract compliance, and invoicing.
  • Responsible for implementation and oversight of facility security training programs.
  • Coordinate asset-based security audits in compliance with state and federal laws and regulations to include but not limited to EPA, TCEQ, FERC, FEMA.
  • Plan and coordinate security procedures related to special operations or events.
  • Coordinate the activities of security staff when responding to emergencies or alarms and investigates and resolves issues related to suspected or reported security vulnerabilities and security system failures. Be a liaison to local precincts and other city agencies to promote cooperation in resolving site security issues
  • Prepares and reviews reports on security incidents and breaches, complete and generates reports to management on security status and coordinates reporting to local, state and federal authorities.
  • Investigates and resolves issues related to suspected or reported security vulnerabilities and security system failures.
  • Responsible for responding to various emergency situations, including after-hour events as needed.
  • Manage multiple security projects, consultants, or contractors to ensure compliance established security protocols.
  • Develop and maintain new tools and technologies as they emerge in the industry and keep the Authority on top of the latest trends and directions in the physical security marketplace and provide in-depth technical analysis and provide information to staff through informal written and verbal communication, as well as formal presentations and technical memos and standard operating procedures as required.
  • Acts as project manager and/or project coordinator for various grant projects. Prepares Homeland Security grant applications and supporting documentation to obtain local, state, and federal grants funding as well as complete project applications, progress reports, and other reports as required.
