About The Position

Provides leadership to the Department of School Safety by delivery of services to schools and families that assist schools in providing a safe and secure learning and working environment. Collaborates to create a shared understanding of challenges at the school level and identifies opportunities to improve school safety. Performs other duties as assigned.

Requirements

  • Graduation from an accredited college or university with a bachelor's degree in education, business management, public administration, or a related student behavior or safety field.
  • Five years of progressively responsible experience in school leadership, school safety, or public safety.
  • Three years of which were at the supervisory level.
  • Possession of a valid class C Maryland driver's license or an equivalent is required.
  • Thorough knowledge of the principles and practices of school operations and school safety.
  • Knowledge of the principles and practices of supervision.
  • Skill in planning and supervising the work of others.
  • Skill in communicating effectively.
  • Ability to maintain confidential information.
  • Ability to establish and maintain effective working relationships.
  • Citizenship, residency or work VISA in United States required

Nice To Haves

  • Advanced degree preferred.
  • Possession of, or eligibility for, a Maryland Advanced Professional Certificate with Administrator I endorsement is preferred.
  • National Incident Management System (NIMS) and Incident Command System (ICS) training and certificates of completion are preferred.
  • Knowledge of student behavior management preferred.
  • Knowledge of laws, codes, and regulations pertaining to safety and student discipline preferred.
  • Skill in working with school administration preferred.

Responsibilities

  • Assists the executive director to plan, develop, and direct programs, special projects, and activities to facilitate safe and secure environments for Baltimore County Public Schools' (BCPS) students, employees, and others.
  • Works collaboratively with colleagues throughout BCPS to assure a safe school environment.
  • Provides services to principals and school-based staff for implementation, training, and problem solving on all safety projects including visitor registration, personal identification cards, student safety assistant and related personnel and support with daily assignments.
  • Provides direct support to schools and administrators to prevent emergency situations, handle emergencies/crisis situations, and to be the primary liaison with on-site unified command if the emergency rises to that level.
  • Provide regular support and updates related to site-based emergency planning and drill completion.
  • Monitors emergencies and supports safe functioning of events throughout the school day, evenings, nights, and on weekends, as required.
  • Provides support to school community on appropriate responses and advises the executive director of the Department of School Safety as appropriate.
  • Assists the Director of School Climate with gathering, reviewing, and creating data for state mandated reports submitted by BCPS.
  • Coordinates the implementation of the School Resource Officer program and other law enforcement related programs in all schools.
  • Coordinates the implementation of programs, special projects, and initiatives designed to help ensure the maintenance of healthy students and staff at school.
  • Supports leadership in creating, managing, and conducting activities for the Critical Incident Response Team (CIRT).
  • May serve as a Critical Incident Response Team (CIRT) manager or assistant to the CIRT manager to assist in coordinating the training of all CIRT members on an annual basis.
  • Provides the executive director of the Department of School Safety and the Board of Education with updates on the implementation of safe school initiatives.
  • Assists in developing school drill scenarios, school tabletop exercises, and participates in school emergency management drills to help principals determine the effectiveness of emergency management and safety plans.
  • Collaborates and coordinates with the Department of Organizational Development and Leadership for the delivery of safe schools' in-service courses, training, and professional development for staff and for police officers in the School Resource Officer program.
  • Supports the disciplinary policies, committees, and processes to maintain safe and drug-free schools and alternative programs.
  • Manages the administration of contracts for the installation, repair, and maintenance of equipment related to the Department of School Safety efforts.
  • Manages the inventory control system of all equipment related to school safety programs and special projects under the control of the Department of School Safety.
  • Assists in the formulation or revision of policies, rules, and procedures for new or revised programs/activities relating to safety and security.
  • Provides coordination for the selection of safe schools teaching aids, reference books, and educational materials to be used by schools in developing and implementing school safety plans and creating positive school climates.
  • Represents the executive director of the Department of School Safety in interpreting the safe schools' initiatives and programs and receiving recommendations from parents and other interested citizens in the school communities.
  • Ensures that the roles and responsibilities of the department are implemented in accordance with the school system's policies, rules, procedures, and curriculum guidelines without duplication of the services of other departments.
  • Serves as a member of school system, local, state, and national committees designed to develop prevention and intervention programs to ensure the maintenance of safe, orderly, and drug-free learning environments in all schools.
  • Supports the Safety and Emergency Management Steering Committee and coordinates review and updates of the Comprehensive Safety Plan.
  • Assists in the coordination and delivery of the annual Safe Schools Conference.
  • Supports countywide emergency initiatives as needed.
  • Participates in required job-related professional development.
