About The Position

The mission of the Anoka County Economic Assistance Department is to provide effective services that uphold dignity and promote self-sufficiency. As the Manager of Public Assistance, you will play a critical leadership role in advancing this mission by overseeing the efficient delivery of public assistance programs and front-line services. This position is responsible for managing a diverse team of public assistance employees and coordinating operations throughout the department. You will lead strategic initiatives to improve service delivery, implement new and changing programs and policies, and ensure compliance with state and federal regulations. This role also requires a balance of operational expertise, strategic planning, and people leadership to ensure programs meet performance standards and community needs. Requirements

  • Bachelor’s degree or higher
  • Five years (2,080 annual hours) of job-related experience working with public assistance programs.
  • Previous leadership experience
  • In lieu of the required education, an equivalent combination of education and experience may be substituted on a year-for-year basis.

Nice To Haves

  • Three years (2,080 annual hours) or more of full-time job-related supervisory or leadership experience.
  • Two years (2,080 annual hours) of full-time job-related experience working in METS (Minnesota Eligibility Technology System), MAXIS, or PRISM.
  • Degree in Behavioral Science, Human Services, Public Administration, Criminal Justice, or related field.
  • Knowledge of public assistance or child support programs and services including federal, state, and county programs.
  • Skill in project management.
  • Skill in leadership, coaching, and counseling.
  • Able to interpret and follow complex oral and written instructions.
  • Able to organize workload and efficiently prioritize and meet multiple demands and deadlines.
  • Attention to detail and analytical skills.
  • Strong written and oral skills.

Responsibilities

  • Manage operations for assigned programs.
  • Set priorities, goals and outcomes for the public assistance department and ensure compliance with statutory mandates and program requirements.
  • Plan, design and implement programs and services.
  • Lead the department through ever-changing public assistance policies and procedural changes.
  • Conduct research on community needs and changes in legislation.
  • Identify opportunities to improve efficiency, customer service and performance.
  • Facilitate strategic planning for projects, budgets, technology and implementation of new programs.
  • Collect and analyze program data.
  • Provide reports and present to the appropriate stakeholders on any program changes, changes in workload, and potential problems or concerns.
  • Serve as a liaison to promote and initiate effective service coordination and delivery.
  • Partner with clients and employees on complaints and emergency situations.
  • Limit the financial risk to Anoka County by properly managing program budget to ensure compliance with state and federal regulations.
  • Provide input into overall department budget.
  • Provide direct supervision to a team of public assistance supervisors and provide direction to prioritize workloads, train/mentor team members, and collaborate and coordinate with leaders and teams throughout the county.
  • Provides guidance and direction on personnel decisions related to hiring, performance and disciplinary actions.
