About The Position

Metrolinx is connecting communities across the Greater Golden Horseshoe. Metrolinx operates GO Transit and UP Express, as well as the PRESTO fare payment system. We are also building new and improved rapid transit, including GO Expansion, Light Rail Transit routes, and major expansions to Toronto’s subway system, to get people where they need to go, better, faster and easier. Our Capital Projects Group workforce is made up of driven and dedicated professionals who care deeply about working together to deliver infrastructure and make a positive impact in our communities.  Join us as we build a knowledgeable and collaborative team that courageously changes how transit projects will be delivered.  Our Northern Corridors team within CPG is looking to add a Manager, reporting into the Senior Manager. This Manager will be responsible for leading a team of project delivery staff, supporting senior leadership, managing and resolving project level issues, including internal governance and assurance, reporting, contract and schedule management, stakeholder management, and general oversite of construction activities which will include regular visits to the construction site.

Requirements

  • Completion of a degree or diploma in applied science, engineering, architecture, construction, railway engineering or a related discipline – or a combination of education, training and experience deemed equivalent
  • A valid Ontario Class G driver’s license is required to travel to various site locations, meetings, operational facilities, etc.
  • Project management methodologies to manage construction projects from start to completion; knowledgeable of procurement processes to identify opportunities for improvements and cost savings.
  • Knowledge of Contract Law and standard contract forms (CCDC), the Occupational Health and Safety Act, Environmental Assessment Act, and the requirements of the Professional Engineers Act
  • Knowledge of Human Resources legislation (e.g. Employment Standards Act, Occupational Health & Safety Act, etc.) to monitor and manage employees and contractors, including experience in the application of collective agreement provisions
  • Knowledge and experience working in railway corridor infrastructure and related construction
  • Understands theories, principles and practices of civil and railway construction in an active railway corridor.
  • Problem solving and analytical skills to evaluate and address contractor and supplier performance issues and recommend plans for improvement; to evaluate and address program impediments with the potential to disrupt or jeopardize the project and/or corporate objectives

Nice To Haves

  • Completion of qualifications in the Canadian Rail Operating Rules (CROR) and the Metrolinx Personal Track Safety (PTS) course is an asset.
  • Knowledge of System Engineering and Safety Assurance processes is an asset

Responsibilities

  • Oversees consultant and contractor scope and quality of work, identifies existing and potential issues, and initiates corrective action to mitigate project delays or budget impacts; determines what requires escalation and initiates appropriate action
  • Identifies and acts on construction and safety issues and risks.; collaborates with Senior Manager and other team members to ensure corrective actions are implemented.
  • Oversees day-to-day project construction and commissioning progress; reviews status reports; participates in related meetings and provides input to resolve issues
  • Manages relationships with contractors to ensure performance and infrastructure meet Project Agreement (PA) requirements; conducts regular site meetings to monitor progress.
  • Regularly liaises with consultants, contractors, internal stakeholders, and external stakeholders which includes government agencies, municipal authority, private utility etc. on Project Agreement, timelines, deliverables, changes and other issues impacting project progress, quality, cost, and safety
  • Establishes and maintains construction quality control and assurance on assigned projects; ensures deficiencies/non-conformances are addressed immediately.
  • Works with customer and community stakeholder relations to identify and rectify situations in a timely manner.
  • Support commercial teams with claims, variations, and NCR execution.
  • Consults with railways, provincial ministries and agencies, municipalities, private companies and the public to facilitate the advancement of capital projects.
  • Leads Metrolinx Governance and Engineering & Safety Assurance processes for all relevant project approvals, with support from the team.
