Requirements

  • A University Degree or equivalent experience and minimum of 8 years prior relevant experience, or An Advanced Degree in a related field and minimum 5 years’ experience
  • Prior Program/Project Management experience
  • Prior People Leader/Management experience
  • Prior Earned Value Management Systems (EVMS) experience
  • Active and transferable U.S. government issued Secret clearance is required prior to start date.
  • U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance.

Nice To Haves

  • Raytheon Program Manager Level 5 Certification or higher or ability to obtain within 12 months of hire
  • Understanding of EXIM and Global Trade requirements for FMS customers
  • Raytheon Earned Value Management Systems (EVMS) certification
  • Demonstrated proficiency with financial planning and execution, including EVMS, Estimates at Complete (EACs), R&O Management, and Integrated Master Plan (IMP) / Integrated Master Schedule (IMS)
  • Experience in developing and reviewing program artifacts such as resource plans, basis of estimates (BOEs), master schedules, work breakdown structures, and contract deliverables (CDRLs)
  • Demonstrated knowledge and proficiency in managing an Inter-Organizational Transfer (IOT) support environment, along with familiarity with RTX Global Mobility and international program processes
  • Exceptional analytical, quantitative, and technical skills complemented by excellent business communication and presentation abilities
  • Proven leadership experience and ability to work cooperatively across multiple levels of the organization from program leadership to functional experts
  • Knowledge/experience with Department of the Army Supply System and Logistic processes
  • Working knowledge of sustainment processes with the ability to prioritize work as related to every changing mission

Responsibilities

  • Lead all aspects of program cost, schedule, and technical execution to drive predictable performance
  • Perform risk and opportunity (R&O) management, including program revenue and profit recognition, to mitigate organizational risk
  • Be accountable for profit and loss, Annual Operating Plan (AOP), and financial metric reviews
  • Identify, develop, and assess new business opportunities, and allocate resources to achieve annual revenue growth and long-term objectives over the 5-year plan
  • Develop and review cost proposals and prepare Submit and Start Gate packages for management review and approval
  • Know and understand the EXIM and Global Trade requirements for FMS customers
  • Regularly interface and collaborate with internal and external partners
  • Expect to travel domestically and internationally 10% of the time
