About The Position

The Manager will assist the Senior Operations Manager with research, development, recommendation, and implementation of departmental and University policies and procedures related to physical and technical security (access/key control). The Manager is to perform skilled installation and service for a wide range of locksmith, electronic access control systems, and ADA door systems. This position is responsible for the day-to-day oversight and maintenance of all the University's key, lock, door, access control, and ADA equipment. This includes standard mechanical key and electronic card access equipment that is essential to the security of the physical environment. The position assists in the development and implementation of the key and access policy and oversees key distribution, inventory and reconciliation. The individual will issue and account for keys and use portable devices to program electronic and electro-mechanical locksets.

Requirements

  • High School Diploma or GED required.
  • A minimum of five (5) years' experience in both mechanical locks/door hardware and electronic card access control systems.In addition to the above a minimum of five (5) years' experience within one or more of the following areas:
  • access control (logical and/or physical access), information technology and/or information security, life-safety, emergency management, or business continuity required. Requires in-depth knowledge of physical security electronic access control systems, access management software, visitor management software, role-based access control (RBAC), identity and access management systems and/or access control operations required.
  • Proficient in IDenticard system software required and GFMS Key System.
  • Knowledge of proper tools and materials that are used in the service and repair of mechanical and electronic lock systems as well as the methods of installation of said systems. Ability to interpret and use blueprints and schematics related to project design and system installations
  • Ability to use independent judgment in evaluation of the lock systems for both repair and direction on future systems for the university. Capable of supervision of service providers. Ability to observe or monitor objects to determine compliance with prescribed operating or safety
  • standards. Knowledge of applicable state and federal codes pertaining to the building trade including those related
  • to fire exits, ADA requirements and life safety codes. Thorough knowledge of low voltage access control systems.
  • Proficient in computer/ software applications such as Microsoft office and electronic card access systems. Must have excellent interpersonal and customer service skills with proven ability to develop and maintain constructive working relationships with internal departments/customers as well as outside
  • vendors and groups. Ability to work independently and lead program initiatives. Must be able to work under pressure and prioritize multiple job requirements. Strong attention to detail and demonstration of organizational skills
  • Moderate physical ability is a must for activities such as bending, kneeling, standing for long periods, etc. Must be able to support 24/7 operations.
  • Must have a valid driver's license and ability to drive university vehicles for the purpose of university business.

Nice To Haves

  • Certified Registered Locksmith through ALOA (Associated Locksmith of America) not required but preferred.

Responsibilities

  • Provides direct oversight and maintenance of door hardware, keys, locks, panic exit hardware, ADA, mailboxes, and similar mechanical equipment for all University owned facilities. Develops schedules for all self-identified maintenance (preventive maintenance) and priorities work activities associated with demand work requests. Position completes maintenance work, as well as, oversees staff and/or service vendors to ensure quality standards are achieved.
  • Provides oversight, maintenance, and system administration of the campus electronic card access system(s). Executes system programs, interfaces and assists user departments, and provides direct oversight of third party vendors during required maintenance or installation. Executes safety/risk audits through reader group reviews and history reports.
  • Serves as a key representative for the department in coordination meetings with other university disciplines. Interfaces directly with Facilities Capital Projects & Safety, architects, and/or contractors during new construction and major renovations to ensure that university standards are maintained. Reviews installations and develops "punch-list" as appropriate
  • Responsible for budgetary aspects including: input to management on annual program needs; obtaining bids and execution of service work & projects; and the management of the entire Lock Shop inventory. Prepares purchase requisitions and works with the Procurement on all purchase requests.
  • Maintains a "master key system" for all standard, large, and small format lock system used by the University. Compiles and updates a "confidential" log of all system codes. Manages log of all keys that are issues / returned to ensure security and audit controls. Utilizes an automated work order management system to track all maintenance work completed by the lock shop.
  • Completes routine work activities including: cuts new/duplicate keys form existing keys, patterns, or codes; repairs, services, and adjusts all types of entryways; determines correct locking systems to be installed in the various facilities on campus.
  • Maintains and calibrates all key machines and equipment used by the Lock Shop.
  • Maintains service vehicle and keeps vehicle supplied with necessary tools and materials.
  • Completes equipment/system inspections and initiates corrective action where necessary. Responds to emergency calls and provides regular updates to immediate supervisor. Performs and assists with other work activities as required.
