About The Position

Under the direction of the Director of Transportation, the Manager of Transportation serves as a key team member in managing and overseeing the on-board and on-premise communications and technological systems for bus operations at MTS.  Essential duties include, but are not limited to, the following: Application Review: Priority will be given to applications received by January 9, 2026. The position will remain open until filled.

Requirements

  • Knowledge of or ability to learn MTS policies and regulations
  • Ability to read, understand and apply MTS policies, regulations and union labor contracts
  • Ability to write letters, memoranda and reports using clear, concise and grammatically correct English
  • Ability to speak clearly, distinctly and effectively in person-to-person or small group situations using tact and diplomacy
  • Ability to coordinate and initiate actions necessary to implement decisions and delegate responsibilities to appropriate personnel
  • Ability to establish and maintain priorities in order to complete assignments by deadlines without detailed instructions
  • Skill in verifying the accuracy and completeness of forms and reports
  • Knowledge of Microsoft Word and Excel and the ability to learn and use other software that MTS might have or acquire.
  • The successful candidate must be able to fulfill the physical demands of the job such as walking, stooping, sitting, bending, reaching for overhead files and occasional lifting (must be able to lift up to 15 pounds).
  • Must be able to operate a motor vehicle and perform tasks involving manual dexterity, such as use of a computer and 10-key.
  • Work will at times require more than 8 hours per day or an irregular work week to perform the essential duties of the position.
  • Duties will be performed primarily in an office type environment and may require travel to external locations and agencies.
  • Possess a bachelor’s degree from an accredited college or university degree with a minimum of seven years of transit management experience.
  • Must possess and maintain a valid California driver’s license.
  • Must satisfactorily pass all applicable examinations including, but not limited to, a pre-employment physical, drug screen and background check.

Responsibilities

  • Responsible for oversight of the Regional Transit Management System (RTMS).
  • Responsible for oversight of technology and equipment for radio communications, Motorola radio systems, on-board radios, and radio sites for all garages and assists NCTD as requested.
  • Responsible for the proper operation of the Conduent OrbCAD system .
  • Evaluates system function and run health check reports.
  • Checks for bus radio problems and open service orders.
  • Administers leases and maintenance contracts for all RTMS systems.
  • Ensures that all payments are made and delivered on time.
  • Ensures that all leases are current.
  • Creates and manages a Preventive Maintenance Plan for all systems.
  • Ensures that APC data is flowing from buses to fixed end.
  • Creates and maintains an APC maintenance and accuracy plan.
  • Imports RTMS Schedules and exports to buses as needed
  • Ensures all on-board and on-premises recording devices are operational.
  • Assists with training supervisors and bus operators on new technology related to RTMS.
  • Assists staff in generating and ensuring the accuracy and timely generation of Automated Vehicle Announcements.
  • Working with the maintenance department, ensures that video systems are fully functional.
  • Acts as a back-up to pull and review video, as needed
  • Authors and assists in the generation of SOPs for operations during system failures and other adverse circumstances.
  • Interacts with internal/external customers.
  • Budgets, plans, and manages procurements of related hardware and software for RTMS and Motorola systems.
  • Ensures that new vehicle deliveries are equipped appropriately and that all vehicles are commissioned with properly functioning technology.
  • Ensures that Motorola aliases are correct and up to date.
  • Provides reports on RTMS systems and their operational statuses.
  • Perform other duties as assigned.
