Chief of Security The Manager level position is responsible for managing the critical area of physical security at all PGW facilities, as well as ensuringthe personal safety of all on-site employees. This role is essential to fostering a productive working environment and to protectPGW’s assets from preventable physical loss. The Manager’s primary responsibilities are to act as the departmental representative in strategic and financial planning processesand to conduct highly confidential investigations involving Company interests. To negotiate and manage contracts for supplementalcontract personnel, overseeing the PGW security force. To manage security systems that improve efficiency and decrease incidents,and to recommend new ways of organizing the department to anticipate and meet developing needs. The Manager develops anenterprise-wide plan that addresses specific security risks or events: crisis scenarios linked to possible security events,documentation of such plans, continual review and revision of departmental policies and procedures. The role requires availability outside normal business hours to respond to alarms, security breaches and emergency situations andmaintains working relationships with the bomb squad and each city police district captain to increase the Philadelphia PoliceDepartment’s understanding of PGW’s security needs. Additionally, the Manager is required to maintain working relationships withlocal, state, and federal emergency response organizations within the National Response Framework.

Requirements

Bachelor’s Degree in police science, law enforcement, criminal justice, public administration or related areas.
7 to 10 years’ experience working with security, security hardware/data management systems, various types of internal and externalinvestigations or other related areas.
Must have knowledge of relevant equipment, policies, procedures, and strategies to promote effective local, state, or national securityoperations for the protection of people, data, property, and institutions.
Must have knowledge of laws, legal codes, court procedures, precedents, government regulations, executive orders, agency rules,labor laws and the democratic political process.
Must have knowledge of general office practices such as finance management, team building, strategic planning, relationshipmanagement, leadership and resource management.
Must be a skilled leader with the ability to establish and maintain a high level of customer trust and confidence in the departments,build a quality team-oriented customer-focused professional staff in tune with the client’s business needs.
Must be an effective verbal and written communicator with the ability to make independent judgments which have critical impacts onthe organization.

Responsibilities

Security Administration
Manager develops, coordinates, and maintains systems and procedures for the physical security of PGW employees, property andassets for all locations, including those that operate on a twenty-four hour; seven day-a-week basis. This includes but is not limited to:
Providing both internal and external security measures that protect the above from theft, vandalism, unauthorized access, etc.
Ensuring patrols are provided to periodically monitor areas not covered by cameras, locking devices, etc.
Coordinating the issuance of identification badges clearances and pictures.
Manager coordinates and maintains plans for security hardware systems with integrated components for access control and areamonitoring including but not limited to:
A Company-wide system that monitors various locales and allows security guards to leave electronic patrolling trails.
Various alarm systems established to mechanically and physically secure PGW facilities out-of-hours and in limitedtravel/access areas. Manager must ensure response to all alarms and incidents outside of normal security working hours.
An access control system that limits egress and ingress to authorized personnel in specified areas.
Contract for alarm systems, and evaluation of alarm systems and cameras to determine the most appropriate system forvarious facilities.
Manager directs and conducts spot checks and audits ensuring an acceptable level of security is always provided, including but notlimited to:
Interview PGW employees at various locations to evaluate whether adequate levels of security are in place.
Scheduling regular and ad hoc spot-checks of fences, gates, doors, windows and PGW vehicles that may be improperly left openor unlocked.
Investigating unusual circumstances brought to the attention of the Security & Loss Prevention Department; and
Monitoring unauthorized physical access to the gas plants.
Coordinating semi-annual inspections with regulators such as the Department of Transportation (DOT) and the office of PipelinesSafety (OPS).
Manager conducts and oversees investigations regarding incidents involving PGW personnel, and, based on findings and physicalevidence, determines whether the police or other relevant parties should be notified, or whether internal incident investigation mattersshould be discontinued.
Manager works with PGW departments and public officials by providing detailed information and/or testimony regarding SecurityDepartment investigations, including but not limited to matters involving federal and state litigation, unemployment compensationhearings, employee disciplinary actions, grievance hearings, and arbitrations.
Manager ensures that records are current regarding alarm systems, gas plant ingress & egress records, incidents (LNG spills, etc.).CPR training for contract guards, lethal weapons certification & background/psychological checks for contract guards, and company-wide bomb threat procedures.
Manager:
Act as a liaison with federal, state, local businesses/agencies that may impact PGW’s policy/procedure, business continuity orother emergency plans.
Participate in organizations such as the Southeastern PA Regional Task Force and the Delaware Valley Intelligence Center inorder to take advantage of federal, state and local funding opportunities.
Manager directs and leads corporate task teams formed to address specific emergencies, such as specific physical or cyber-securitythreat conditions, and ensures that threat assessments and proposed responses are included in Security plans, policies andprocedures. Corporate Task Teams monitor and assess threat level conditions, and include, but are not limited to, the WinterOperations Group, the Tactical Contingency Planning Committee, and the Operating Departments and Security Task Force.
Personnel Management
Manager supervises employees responsible for the day-to-day operational planning and tasks related to each area under his or herjurisdiction, assesses subordinates’ needs, monitors performance, sets goals, and evaluates and disciplines as necessary, ensuringthat subordinates are well equipped to meet and/or exceeds job expectations.
Manager oversees and manages contracted security personnel that control access to gas plants and building complexes; ensuresthat contract security personnel are specifically trained for each job assigned and directs the assignment of contracted personnel toensure security is provided where necessary.
Finance & Accounting
Manager develops the operating and capital budgets for assigned units. Prepares final budget recommendations with varianceexplanations and metrics to the VP for submission to Finance and Executive Staff, establishes tracking systems for maintainingcontrol of unit expenditures for standard work needs & special project coordination, and allocates budgets consistent within projectand operating plans.
Other Related Functions
Remain abreast of current trends in the security of employees, buildings, company vehicles and parking facilities.
Ensure that all security projects align with PGW strategic plans identifies issues inhibiting the attainment of project goals andrecommends corrective action.
Perform other special projects and assignments as directed.
