About The Position

The New York City Department of Correction (DOC) is an integral part of the City’s evolving criminal justice system, participating in reform initiatives and strategies aimed at moving the City towards a smaller jail system without compromising public safety. The DOC is responsible for maintaining a safe and secure environment for our employees, visitors, volunteers, and people in our custody. Importantly, safe jails enable DOC to provide people in custody with the tools and opportunities they need to successfully re-enter their communities. The DOC operates facilities and court commands across the five boroughs with more than 7,500 diverse professionals and knowledgeable experts. The New York City Department of Correction seeks a qualified and experienced candidate to serve as the Manager of Recruitment within the Human Resources Division. Reporting to Director of Recruitment, this role provides operational oversight of staffing and recruitment functions for designated units and manages the full lifecycle of recruitment for all uniform and civilian DOC positions. The Manager of Recruitment collaborates closely with internal stakeholders, executive leadership, cross-functional teams, staff, and external partners to anticipate workforce needs, address staffing challenges, strengthen retention efforts, enhance the candidate experience, and ensure compliance with applicable laws, civil service rules, and departmental policies.

Requirements

  • A baccalaureate degree from an accredited college, and four years of satisfactory full-time experience in the field of investigations, auditing, law enforcement, criminal justice, or in a major operational area of the agency in which the appointment is to be made, 18 months of which must have been in an administrative, managerial, or executive capacity or supervising a staff performing investigations or related work; or
  • Education and/or experience equivalent to "1" above. However, all candidates must have the 18 months of experience in an administrative, managerial, executive, or supervisory capacity as described in "1" above.

  • Minimum of 5+ years of progressively relevant experience in human resources or recruitment
  • Demonstrated leadership experience managing staffing or recruitment teams.
  • Adept at solution-orientation, problem solving with sound judgment and a proactive approach to decision-making.
  • Strong understanding of employment laws, labor relations, and public sector HR practices.
  • Excellent communication, negotiation, and interpersonal skills.
  • Ability to analyze data, develop strategies, and implement solutions.
  • Proficiency with HR information systems and applicant tracking systems,
  • Bachelor’s degree in human resources or business administration, sociology, psychology
  • Knowledge of correction operations and workforce challenges preferred.

Responsibilities

  • Provide operational oversight for specified units, onboarding, and retention efforts for all uniformed and civilian DOC positions.
  • Manage the end-to-end recruitment process, including vacancy management, drafting job postings, candidate screening, interview panels, hiring pools, and appointment actions.
  • Serve as a key liaison to hiring managers and command leadership to assess workforce needs, address staffing challenges, and support operational readiness.
  • Manages all tickets received from DCAS by reviewing, prioritizing, and assigning requests for timely resolution. Coordinates with internal teams to address issues, provides status updates, and maintains accurate records for tracking and reporting purposes. Identifies trends and recurring issues to support process improvements while ensuring compliance with departmental and confidentiality standards.
  • Ensure staffing operations are fully compliant with applicable Federal, State, and City laws, civil service requirements, and collective bargaining agreements.
  • Oversee staffing data, reports, and workforce analytics to identify trends, risks, and opportunities for process and performance improvements.
  • Mentor, and develop Recruitment specialists, fostering accountability, consistency, and professional growth.
  • Review, standardize, and enhance staffing workflows and internal controls to improve efficiency, accuracy, and audit readiness.
  • Collaborate closely with HR unit and external agencies (e.g., DCAS) to align staffing initiatives with departmental and Citywide goals.
  • Support special projects and perform related duties as assigned by executive leadership.
  • Perform additional related duties as assigned.
