About The Position

Provides direct supervision typically to professionals or skilled technical employees at the entry or intermediate level. Functions as advisor to unit and division and sets goals and objectives for team members for achievement of operational results. Analyzes and resolves problems through drawing from prior experiences. Interprets policies (e.g., fiscal management, HR, contracts and grants, resource management in defined areas) and demonstrates solid subject matter knowledge. Exercises judgment within defined procedures and policies to determine appropriate action. Supervises staff to assure accountability and stewardship of Agency resources (operational, financial, and human) in compliance with divisional and Agency goals and objectives Lead and oversee end-to-end property preservation operations across all loan types and investors/insurers, including pre- foreclosure sale and post-sale functions. Direct FHA conveyance processes and ongoing maintenance of default (pre-sale) and agency-owned (post-sale) inventory. Manage FHA part A (conveyance) claims operations and related claim processes. Provide direct supervision and leadership to senior staff and teams responsible for preservation and claims, including hazard claims (homeowners and flood) on damaged properties, including voluntary and lender placed coverage. Ensure full compliance with federal insurers/investors, as well as internal policies and procedures to maximize claims reimbursement. Serve as escalation point to research and resolve complex curtailments, hazard insurance claims and conveyance issues beyond staff scope. Research and evaluate legal issues related to property preservation, conveyance and hazard claims, and escalate to legal staff when appropriate. Approve and oversee preservation and damage repair expenses, including high-dollar repairs, in alignment with federal insurers/investors and agency policy. Provide escalation-level review and approval of vendor invoices exceeding $5000, ensuring alignment with federal agency guidelines, contractual terms, and approved scopes of work. Oversee vendor and contractor performance, coordinating with attorneys, municipalities, and internal stakeholders to meet timelines and protect agency assets. Manage operational risk and escalations, resolving complex issues related to liens, taxes, municipal bills, code violations, evictions, municipal property registration requirements, and HOA fees prior to conveyance. Standardize and improve workflows across preservation and claims function to improve efficiency, accuracy, and compliance. Serve as subject matter expert for preservation and claims operations, advising leadership on complex or high-risk cases. Review, respond to, and remediate PHFA Quality Control audit findings. Monitor Pre-Sale and Post-sale foreclosure property preservation and protection issues through the agency’s property preservation vendor including exceptions and escalations beyond staff scope. Implement procedural and policy changes within the Property Preservation and Claims department as needed. Review and analyze reports to identify trends, risk and improvement opportunities. Train staff on new federal agency guidelines and regulatory updates. Conduct performance appraisals and provide ongoing coaching and development for staff. Participate in interviewing and hiring staff with Director approval. Perform additional management and operational duties assigned by the Director.
