About The Position

Handle and administer complex general liability, automobile liability, and commercial property claims, including all aspects of claims investigation, adjustment, and subrogation functions for the Risk Management Division of the Finance Department.

Requirements

  • Bachelor's Degree in Business Administration or a related field
  • At least five (5) years’ experience in property/casualty/auto claims handling
  • Principles and practices of property, automobile liability, and general liability claims investigation and adjustment
  • Insurance coverage interpretation, liability determination, and negligence standards
  • Applicable State of Colorado Governmental Immunity Act and other related statutes
  • Claims reserving methodologies and loss valuation practices
  • Subrogation and restitution recovery processes
  • Litigation procedures and claims handling practices involving legal counsel
  • Commercial property damage assessment and documentation requirements
  • Risk management principles and loss prevention strategies
  • Applicable federal, state, and local laws governing claims administration and tort liability
  • Claims management systems and Risk Management Information Systems (RMIS)
  • Investigation techniques, including evidence collection, documentation review, and site inspection practices
  • Settlement negotiation practices and dispute resolution methods
  • Conducting thorough investigations and analyzing complex factual situations
  • Evaluating liability exposure and estimating damages accurately
  • Negotiating settlements while protecting organizational financial interests
  • Managing multiple claims simultaneously while meeting deadlines
  • Preparing clear, concise investigative reports and settlement documentation
  • Interpreting technical reports, repair estimates, police reports, and legal documents
  • Utilizing RMIS databases and related software systems to track and manage claims
  • Communicating effectively with claimants, attorneys, insurance carriers, and internal stakeholders
  • Exercising sound financial judgment when establishing and adjusting claim reserves
  • Identifying loss trends and contributing to organizational risk mitigation efforts
  • Interviewing to gather essential information for a claim from individuals, claimants, and witnesses
  • Exercise independent judgment in determining liability and settlement authority
  • Analyze complex claims involving competing accounts of events or incomplete information
  • Maintain professionalism and composure during difficult or adversarial interactions
  • Explain technical claims decisions to non-technical audiences
  • Establish and maintain effective working relationships with claimants, employees, citizens, attorneys, and third- party administrators
  • Maintain confidentiality of sensitive legal and financial information
  • Prioritize workload and manage competing deadlines in a fast-paced environment
  • Collaborate effectively with legal, safety, and operational departments
  • Recognize patterns in claims activity and recommend preventive measures
  • Prepare and present training materials related to risk awareness and claims processes
  • De-escalate and handle sensitive/emotional situations with tact and diplomacy
  • Must possess a valid Colorado driver’s license and be able to operate a city vehicle, or otherwise demonstrate the ability to meet the transportation requirements of the position

  • Associate in Claims (AIC), Associate in Risk Management (ARM), or Chartered Property Casualty Underwriter (CPCU) preferred but not required.

Responsibilities

  • Adjusts property, general, and auto liability, and auto physical damage claims
  • Performs investigations of claims, including site visits, to determine liability and assess damages
  • Directs staff in the proper set-up of new claims in the Risk Management Information System (RMIS), and obtains police reports and vehicle information in the appropriate databases
  • Establishes claim reserves and monitors litigated cases to determine if reserves require adjustment
  • Notifies excess liability insurance carriers of claims or lawsuits filed that are potentially volatile and provide significant financial risk.
  • Notifies property insurance carriers of property damage that could exceed the City’s deductible
  • Prepares proof of loss statements on large commercial property claims for insurance carriers
  • Communicates with claimants, citizens, supervisors, and managers, as well as other employees and city attorneys
  • Collaborates with the Sr. Risk Manager and legal regarding legal liability and settlement authority
  • Conducts settlement negotiations; administers and prepares settlement documents
  • Prepares and submits subrogation demand packages or restitution requests for damages; coordinates with outside counsel on difficult collections and works with third party auto recovery firm to obtain loss of use/diminution of value damages
  • Coordinates with the safety work unit regarding hazardous practices and/or equipment, as well as trending losses, to assist them with mitigation of future incidents and prevent future accidents/injuries
  • Assists in the preparation of training sessions and materials
  • Performs other duties as assigned
