About The Position

AVAILABLE POSITION Manager of Payroll Education Service Center Salary range of $74,341 to $91,322 based on Level 3 of the Terms and Conditions of Employment for Program Directors Eight hours per day, 52 weeks per year PRIMARY RESPONSIBILITIES Manage and coordinate all aspects of the in-house biweekly payroll function ensuring compliance with state and federal laws, district collective bargaining agreements, policies and regulations. Work closely with the human resources department ensuring all employee information has been set up in the payroll system properly. Prepare and transmit biweekly reports for such functions as direct deposit, flexible spending, tax shelter annuities, union dues, severance payments, child support and garnishments. Create, balance and upload biweekly retirement reports for Public Employees Retirement and Teachers Retirement Associations. Prepare annual reports as necessary. Prepare and file quarterly state and federal tax returns. Manages reporting and year-end functions including W2 statements ensuring accuracy and accountability. Update federal and state tax tables, FICA and retirement rates as needed. Provide district auditors with reports and information as needed. Maintain confidential payroll records ensuring proper retention and recordkeeping requirements are in place. Evaluate payroll processes for potential improvements. Supervise and train payroll staff. Resolve questions and concerns in regard to payroll from employees and outside agencies. Other duties as assigned. QUALIFICATIONS 5+ years of experience with the full cycle payroll process preferred, including time and attendance, tax filings, child support, garnishments and compliance requirements. Minimum of high school diploma. Prior team lead or supervisory experience preferred. Knowledge of applicable state and federal employment/wage and hour laws. Excellent communication skills, both written and verbal. Outstanding analytical skills and attention to detail. Proficient in Microsoft Excel and Word. Skyward software experience preferred. Prior experience working in a school district payroll department. Must possess the ability to be flexible, adapt to changing priorities and meet strict deadlines. Requirements
