About The Position

Reporting to the System Director of Nursing Operations, the Clinical Manager of System Nursing Talent Optimization provides strategic oversight and operational leadership for all nursing contract labor activities across the inpatient nursing operations. This role ensures contract labor is effectively onboarded, managed, and transitioned to full-time employment where appropriate, while maintaining budgetary compliance and operational efficiency. The manager serves as the primary point of contact for all contract labor matters and collaborates with HR, finance, and clinical leadership to optimize workforce composition and cost-effectiveness. Requirements

  • Bachelor’s Degree Nursing or in business administration, healthcare management, or related field required; Master’s preferred.
  • Strong knowledge of labor regulations, vendor management, and budgetary controls.
  • Exceptional interpersonal, organizational, and communication skills.
  • Ability to lead cross-functional initiatives and manage complex stakeholder relationships.
  • Minimum of 5 years of experience in workforce management, talent acquisition, or contract labor oversight in a healthcare setting.

Responsibilities

  • Lead system-wide strategy for contract labor utilization, ensuring alignment with operational goals, budget constraints, and workforce needs.
  • Oversee onboarding, credentialing, and integration of contract labor staff, ensuring compliance with regulatory and organizational standards.
  • Monitor contract labor performance, cost, and utilization metrics to identify trends, gaps, and opportunities for improvement.
  • Collaborate with HR and department leaders to develop transition pathways from contract labor to full-time employment, including role conversion planning and onboarding support.
  • Serve as the central liaison for all contract labor vendors, negotiating terms, resolving issues, and ensuring service-level compliance.
  • Maintain accurate records of contract labor agreements, assignments, and performance evaluations.
  • Ensure adherence to labor laws, union agreements, and internal policies related to contingent workforce management.
  • Provide regular reports and insights to executive leadership on contract labor trends, budget impact, and strategic recommendations.
  • Champion a culture of professionalism, customer service, and respectful teamwork across all interactions with contract labor staff and internal stakeholders.
