The Marine Manager reports to the Vice President and General Manager and works with the other Asset Leaders to achieve safe, reliable, and efficient operations at the liquefied natural gas (LNG) facility. The Marine Manager is responsible for directing marine operations.

Requirements

  • Must have an in-depth working practical knowledge of all facets of LNG (or other cryogenic hydrocarbon liquids) marine transportation, cargo transfer, storage, processing, and ship-terminal marine interfaces
  • A high level of safety awareness and knowledge of relevant U.S. Coast Guard, International Maritime Organization (IMO), Society of International Gas Tanker & Terminal Operators (SIGTTO) regulations, requirements, and guidelines applicable to liquefied gases marine design and operations is required – especially as related to ships, systems and operations associated with cryogenic liquefied gases
  • A working practical knowledge of design, operation and maintenance of equipment, systems, and marine infrastructure within an LNG or other cryogenic liquefied gas petrochemical marine facility is required.
  • Exceptional leadership and administrative abilities are required.
  • An acute sensitivity to safety issues in a hazardous environment.
  • Exceptional written, verbal and interpersonal communication skills. Ability to communicate effectively at all levels of an organization and with individuals and groups from different disciplines, industries and governmental agencies.
  • Organized and able to manage multiple activities and programs timely and with a high degree of accuracy.
  • Exceptional problem solving and analytical skills.
  • Accomplished public speaker, able to create and deliver industry-specific presentations.
  • Computer savvy, including Microsoft Office Suite including Word, Excel, Access and PowerPoint.
  • Bachelor or Associate degree in engineering or relevant technical discipline or equivalent work experience.
  • At least ten (10) years working in a port engineering or management of marine shipping and/or tugboat activities, with managerial/supervisory experience is required.

Responsibilities

  • Oversees daily management of all marine operations supporting a 24/7 LNG facility environment where compliance to policy, procedures and dedication is essential.
  • Implements and monitors controls and standards to ensure safe LNG marine operations and adherence to approved policies, procedures, government regulations and shipping protocols.
  • Promotes health, safety, security, environment and compliance at all times by ensuring that all safety and environmental policies and procedures are developed and enforced.
  • Oversees dock operations including: Ship berthing and line handling. Gangway deployment. Connecting and disconnecting LNG unloading arms. Cargo operations
  • Oversees and reports on contract tug operations.
  • Works with HSE and Security on Coast Guard-related issues.
  • Communicates and interacts with all the plant departments, plus consults with external resources to resolve plant problems and improve plant reliability and safety.
  • Communicates with and coordinates company activities with federal, state and local agencies and outside organizations such as the United States Coast Guard, Department of Transportation, Federal Energy Regulatory Commission, US Customs and Border Protections and local law enforcement.
  • Maintains the facility recognizing the environmental consequences of actions taken and strive for the lowest reasonable environmental impacts.
  • Manages day to day operations including development and management of expense and capital budgets.
  • Establishes work environment expenses by eliminating call backs, reducing LAUF, managing OT, and increasing safety performance.
  • Develops and implements employee-training programs for skill development and regulatory compliance.
  • Develops programs in both individual and group formats. Provides leadership and good judgment during recruitment and training of Marine staff for a development of a well-rounded team of professionals suited to working in a 24/7 team environment.
  • Prepares and maintains LNG Marine Operating Procedures manuals.
  • Assists with personnel policies and guidelines in accordance with regulations and company guidelines.
  • Represents the Company in industry association meetings, and at other meetings pertinent to LNG. Educates the public on LNG by speaking to civic and professional organizations. Attends civic functions as accompany representative and hosts dignitaries and others visiting the terminal facility.
  • Coordinates with the Director, Marine Operations in Houston and Corpus Christi to ensure alignment (where applicable) and lessons learned are shared.
  • Coordinates with Human Resources on all staffing-related activities including recruiting, interviewing, selection, hiring, discipline, development, training, promotions, salary changes, leaves and terminations.
