About The Position

The Library Supports Services Manager works with other managers and the executive team to develop and implement support plans to fulfill the department's mission and strategic plan for libraries throughout Tampa and Hillsborough County, Florida. Library Services is seeking a Manager for Library Facilities. The Manager in this position develops best practice processes for Library Facilities, plans and implements goals of the department in coordination with library leadership and provides project management of library R3M and capital improvement projects.

Requirements

  • at least five years of experience in a supervisory management role overseeing facilities management processes for a library system or related public service environment with multiple locations
  • proven success working well with front line staff, internal departments, government agencies, and outside organizations
  • excellent communication and interpersonal skills, with the ability to handle sensitive situations with discretion and professionalism
  • strong analytical and problem-solving skills
  • A bachelor's degree from an accredited college or university; AND Five years of experience in a related field or directly related to the position duties; two of which must have been in a supervisory capacity; OR An equivalent combination of education (not less than a high school diploma/GED), training, and experience that would reasonably be expected to provide the job-related competencies noted above

Responsibilities

  • Leads the financial team and manages the Library Services budget, contracts and capital projects processes.
  • Prepares Library operational and capital budgets and analyzes program expenditures.
  • Collaborates effectively with the library's executive team and stakeholders at various levels across the library and county providing regular updates on the status of active projects and provides feedback to team members.
  • Oversees property acquisition, license agreements, and leases.
  • Oversees the functions and staff of the library’s Collection and Technical Services areas to create dynamic physical, electronic, and digital collections that satisfy the library’s strategic objectives and respond to customer needs and requests.
  • Establishes a collection budget linked to library goals and priorities.
  • Initiates and maintains various contracts, negotiates with vendors for better prices, and ensures third-party products are promoted to staff and the public.
  • Monitors selection, acquisitions, and de-acquisition of material.
  • Tracks statistics, current trends, issues, and best practices in collection development and management to improve collection performance.
  • Creates and revises strategic documents and policies such as the library’s Collection Development Plan.
  • Manages the day to day and long-term maintenance, cleanliness, pest management, and landscaping needs of library facilities in coordination with Hillsborough County Departments and outside vendors.
  • Manages and coordinates library Capital Improvement Projects, R3M projects, and internal led projects.
  • Leads the Library Services Facility Department staff, including Interior Design, Facility Maintenance, Work order Management, and Library Support Services.
  • Establishes the expectation of and plans for the life-cycle replacement of building assets.
  • Lead the development and implementation of comprehensive safety and security policies to safeguard library assets and ensure the safety of staff and patrons.
  • Conduct regular risk assessments and security audits; analyze statistical data to inform emergency response planning and safety initiatives.
  • Develop, maintain, and execute emergency preparedness and response plans in alignment with library policy and public safety standards.
  • Monitor compliance with local, state, and federal safety regulations, including building codes and ADA accessibility requirements.
  • Serve as the primary contact for all safety-related incidents, risk assessments, and security concerns across library facilities.
  • Coordinate incident responses, ensuring proper documentation, investigation, and resolution.
  • Communicate and collaborate with County Facilities teams, local law enforcement, first responders, and community partners to support safety and security objectives.
  • Support strategic planning for safety and security operations, particularly during the design or renovation of library branches.
  • Review, update, and enforce library use guidelines, including patron behavior policies and safety protocols.
  • Recruit, train, schedule, and supervise safety and support services personnel, including security staff, custodians, and facility monitors.
  • Conduct performance evaluations, provide coaching, and identify professional development opportunities for support services staff.
  • Ensure all staff are trained in emergency response, conflict resolution, and de-escalation techniques to maintain a safe and welcoming environment.
  • Leads cross-functional teams to facilitate project management, planning, and implementation for a broad range of library technology initiatives.
  • Communicates and collaborates effectively with stakeholders at various levels across the library and county providing regular updates on the status of active projects and provides feedback to team members.
  • Maintains awareness of emerging technologies and identify opportunities for their effective application and possible integration with other library and third-party systems.
