About The Position

The primary purpose of this position is to, under general supervision, manage the day-to-day operations of the HCVP Leasing and Contracting Unit. Assist in general program administration, oversee the leasing process, supervise rent reasonableness determinations, ensure processes, files, and documentation are in compliance with program policies and procedures, and provide leadership and training for staff.   Performance of the duties requires thorough knowledge of HCVP policies and procedures, and the ability to analyze and solve problems involving operational/procedural issues. Supervision is exercised over the staff of the Leasing and Contracting unit. All activities must support the Housing Authority of Baltimore City (“HABC” or “Authority”) mission, strategic goals, and objectives.

Requirements

  • Bachelor’s degree in business, social service, or education related field or related field(s) and a minimum of five (5) years of progressively responsible experience in assisted housing involving Section 8 work.
  • Must be available to work some evenings and weekends when necessary.
  • Successful completion of a prescreening investigation, including verification of employment history and education credentials.
  • A 6-month probationary period applies to this full-time permanent position.
  • Must not engage in private real estate business.

Nice To Haves

  • Certification in Section 8 Rent Calculation and Occupancy is preferred.
  • One (1) year of supervisory experience is preferred.

Responsibilities

  • Responsible for the daily operation of the Leasing and Contracting Unit. Ensures compliance with HABC’s Administrative Plan and HUD regulations.
  • Supervises the execution of the Housing Assistance Payments contract.
  • Plans and coordinates staff activities to meet division goals within specified time frames. Delegates appropriate levels of responsibility and authority for various functions to staff.
  • Creates and monitors reports based on SEMAP and HABC requirements.
  • Ensures that all leasing activities are completed within the established timeframes.
  • Reviews rent determinations, leases, and ownership documents to ensure compliance with HABC's policies and procedures.
  • Ensures rent increase processes are compliant with HABC’s policies and are completed within the established time frames
  • Evaluates and monitors staff performance and payroll records. Responsible for completing employee evaluations
  • Provides leadership, motivation, and strategic planning for team members
  • Strives to improve customer service and program performance. Maintains positive public relations with tenants, landlords, and the general public.
  • Provides guidance, trains staff and interprets HCVP Policy to team members.
  • Prepare weekly, monthly, and annual leasing reports for the Leasing and Contracting Unit.
  • Participates and represents the agency in meetings with local government and related groups. Attends senior staff meetings.
  • Assists with the preparation of the annual closeout and budget preparation.
  • Mediates and effectively resolves disputes.
  • Prepares written response on behalf of Executive staff to written correspondence from voucher holders, landlords, and political/community leaders.
  • Performs other related duties as assigned.
