Under the general direction of the Associate Director for Advising Services, with latitude for independent judgement, oversees advising services for currently enrolled and recently graduated F-1 and J-1 international students, current and prospective J-1 scholars, and their dependent family members. The Assistant Director is responsible for the recruiting, hiring, training and monitoring of international student and scholar advisors which includes advisor immigration training and policy meetings and conducting annual reviews, and keeping up with regulatory policy development. Coordinates support for international population throughout the University and the departments that host them. Works with DHS (USCIS, ICE, CBP), USDOS, SEVIS System, and Sunapsis Database, UR Departments, and senior leadership to ensure compliance and provide excellent service to the University community. Serve as a Designated School Official (DSO) and Alternative Responsible Officer (ARO) to the Department of Homeland Security and the Exchange Visitor Program of the U.S. Department of State. This is an in-person/hybrid position, the Assistant director is expected to work on campus the minimum of three days a week.

Requirements

  • Bachelor Degree in relevant field required
  • Five years of progressive and supervisory experience or equivalent combination of education and experience required
  • Thorough knowledge of non-immigrant F-1 and J-1 status regulations; proven track record of leadership; developing training; high level of technical proficiency, experience and comfort in learning, working, and developing new technology; flexibility, knowledge of international education and best practices; ability to conduct benchmarking surveys; student-centered advising practices; ability to work with diverse populations required
  • Must be a US citizen or US legal permanent resident required

Responsibilities

  • Supervision and Management Responsible for the supervision, on-going evaluation, and support of the professional development of four advisers. Assists in gathering data for budget development and strategic planning. Works with the Associate Director to design and deliver cross-training for the principle advising teams on non-immigrant and employment-based immigration regulations and assist with training of academic department and other stakeholders.
  • Program Administration Provides management, expert regulatory policy interpretation, data analysis. Collaborates with Systems & Operations and Support & Engagement teams to deliver the full scope of services needed to support international populations across all academic, medical, and administrative units. Serves as the primary lead on the utilization of technology in the context of the Student & Scholar Advising Team. Perform a lead role in the planning, development, implementation, and support of new Sunapsis functionality. Serves as the primary liaison between the Student & Scholar Advising Team, the Systems Team, and the University IT in automating different processes, to facilitate faster and more efficient processing of students’, scholars’, and departments’ requests. Provides end user support, develops training materials, and presents trainings related to Sunapsis. Assist and serve as a backup for the New Student Information Form (NSIF) process. Oversees all communications, engagement opportunities, staff development to implement high-impact immigration advising and related support services. Has oversight of website updates as related to immigration updates, policy, and compliance.
  • Immigration Compliance Serves as a DSO for the F-1 and ARO for the J-1 programs and liaises with relevant US government agencies: DHS (USCIS, ICE, CBP) and USDOS. Interprets and implements policies and protocols for federal compliance and mandated reporting requirements. Works with the Systems and Operations to develop and oversees maintenance and updates in Sunapsis database and government SEVIS system. Develops and codifies Standard Operating Procedures (SOP) for all processes and policies. Will be expected to carry an advising case load commensurate with other management and program administration responsibilities.
  • Service and Support Working with the Support and Engagement team, designs and administers periodic assessment of advising service and client experience and utilizes data and research and best practice to develop and implement targeted programs, engagement opportunities, and support for students and scholars within the university and the broader Rochester community.
