About The Position

The Fuels Compliance Manager is responsible for Federal and state regulatory compliance related to motor fuels, including requirements of the Renewable Fuel Standard (RFS), the Low Carbon Fuel Standard (LCFS) and other related regulations. The Fuels Compliance Manager serves as a regulatory expert working with internal and external resources, and Federal and state agencies to ensure compliance with environmental regulations impacting activities related to production, blending, and distribution of motor fuels, including renewable fuels. The Fuels Compliance Manager is responsible for managing programs, company standards and procedures, and overall compliance assurance functions in accordance with Federal and state motor fuel regulations. Compliance assurance functions include performance of regulatory research, compliance program development, implementation and management, training program materials and management, and assessment of business unit processes for reporting and recordkeeping in conformance with regulations. Performs reviews of data analytics, procedures, and regulatory reports to assure alignment with regulatory guidance. Lead discussions and determine where regulatory changes may impact operations. Communicate impacts of regulatory changes and educate business units of such changes. Develop LCFS pathway applications and maintains LCFS monitoring plan. Develop, update, or revise work processes and procedures for all required functions of the position.

Requirements

  • Bachelor’s degree in Business, Finance, Engineering or related field required
  • Minimum of 12 years of progressive experience in a regulatory compliance or operations related role within the petroleum refining, renewable transportation fuel manufacturing or related industry. Experience in environmental engineering, process engineering or operations related to the production, transportation and management of motor fuels is a plus.
  • Highly developed and effective organizational, interpersonal and written / verbal communication skills and professional assertiveness with ability to interact with all levels of the organization.
  • High level of critical-thinking skills, analytical skills, and problem-solving and troubleshooting skills related to large data sets.
  • Demonstrated ability to identify and build key relationships that contribute to high-class business results.
  • Ability to effectively manage professional and industry consultants and contractors providing regulatory or assessment and auditing related services.
  • Experience working with environmental regulations and regulators, analysis and compliance programs including preparing compliance reports for Federal and state agencies.
  • Working knowledge of the transportation sector and knowledge of the process/production and sale of renewable fuels.
  • Knowledge and experience with RFS, LCFS, and other regulatory compliance programs related to the production and sale of motor fuels a plus.
  • Ability to prioritize and multitask, with keen attention to details and deadlines for deliverables.
  • Proficient use of Microsoft Office Suite required; advanced use of Excel, Word and PowerPoint preferred.

Responsibilities

  • Manage state and Federal environmental regulatory compliance for petroleum and renewable fuel manufacturing.
  • Integrate and develop multiple business processes to record, compile and report data and information to maintain compliance with all regulatory requirements.
  • Maintain effective data management and reporting systems, and provide recommendations for continuous improvements for accuracy, efficiency, and timeliness.
  • Manage state and Federal environmental regulatory compliance for petroleum and renewable fuel manufacturing.
  • Serve as a subject matter expert on motor fuel and RFS, LCFS and other fuel regulations as required.
  • Compile monthly, quarterly, and annual fuels reports, including for RFS and LCFS, and maintain supporting documentation for delivery to business partners, third party assessors, and regulatory agencies.
  • Develop and maintain records management processes and systems for compliance documentation and reporting, including records retention per regulatory requirements.
  • Develop and maintain validation processes for all source data required to demonstrate compliance with the Federal and state fuel regulatory requirements.
  • Manage processes for generation, transfer, reporting, and documentation associated with renewable identification numbers (RINs), including audits and certifications as required.
  • Manage fuel attestation engagements.
  • Manage benzene and sulfur credit projections working through Refinery Optimization and coordinate transactions within Commercial group.
  • Compile data for periodic reports to track benzene and sulfur credit balances.
  • Maintain specifications and adherence to requirements for approval of biomass certifications.
  • Manage all aspects of low carbon lifecycle process including building and maintaining site specific models necessary for LCFS pathways.
  • Maintain LCFS monitoring plan and manage supporting documentation requirements and retention.
  • Develop RFS and LCFS registration packages and coordinate resources including required third party experts conducting site visits, engineering reviews, desktop audits, validation / verification audits.
  • Maintain independent engineering and verification bodies for LCFS compliance.
  • Educate and train internal teams and stakeholders as needed.
  • Perform regulatory research and analysis to stay current on new regulations in existing and emerging low carbon fuel incentive programs and RFS.
  • Monitor carbon intensity and maintain models, product transfer documents, etc.
  • Meet with state and federal regulatory agencies as required.
  • Ability to travel as required.
  • Adherence to the Company’s Mission and Values and all company policies, standards and procedures, ensuring actions are consistent with Company culture.
  • Ensure end to end compliance for motor fuels starting with the feedstocks sourced and continuing through the supply chain to the finished fuel that is sold, working with Process Engineering, Marketing (Crude, Feedstocks and Products, Refinery Optimization, Operations, regulators, consultants and others as needed.
  • Effectively manage and prioritize multiple projects and execute projects and tasks to meet company, department and individual goals.
  • Serve as regulatory subject matter expert and advisor in regard to federal and state regulations governing motor fuels. Conduct research in regulations and maintain understanding of current requirements / affected changes and provide verbal or written guidance in response to requests. Develop regulatory defense processes pertaining to federal, state and industry regulations and initiatives. Advise management in best practices for fuels regulatory compliance.
  • Monitor, interpret, advise, and document new and proposed regulatory changes related to Federal and state motor fuels programs, and other governmental agency reporting associated with motor vehicle fuel movements. Update standards and department procedures affected by regulatory changes. Develop, update, and manage training materials. Communicate and train affected business units of Federal and state fuel regulations.
  • Organized and effective development, quality assurance, and retention of data, procedures and reports,
  • Manage corporate fuel standards in accordance with federal and state fuel regulations for motor fuels. Revise, update and develop procedures for all functions of the position as needed.
  • Work with multi-functional teams consisting of Commercial, Marketing (Crude., Feedstocks and Products), Refinery Optimization, Operations, Process Engineering, and IT to manage changing regulations, fuel specifications, renewable fuel carbon intensity, pathway applications and renewable fuel mandates.
  • Confirm readiness of hardware, personnel, procedures that may be needed for regulatory changes, and manage the transition for any new fuel standards or products.
  • Develop written responses to pending federal and state regulations or legislation impacting motor fuels.
  • Prepare recordkeeping documentation to support traceability and audit events. Recordkeeping requires understanding of the regulatory requirements and the application of audit procedures for required audits. Initiate process improvement recommendations based on learning from each reporting period.
