About The Position

Plans, directs, and manages the activities of the Maintenance Section of the Office of Facilities Support Services. Supervises Assistant Manager and others. Develops and executes budgets. Represents the department at meetings and events. Performs other duties as assigned. Leads and oversees the provision of building maintenance and repair-related services to include electrical, environmental, plumbing, mechanical, contract maintenance, and general building maintenance services. Coordinates and manages special projects. Performs field inspections of sites. Oversees 24/7/365 building security operations to include the installation and maintenance of security systems, the receipt and execution of work orders. Compiles, analyzes, and presents data regarding office activities. Prepares comprehensive management reports regarding office operations and programs. Maintains records. Provides for the development, implementation, and assessment of office goals, policies, and procedures. Provides advice and guidance to departmental management regarding maintenance, environmental, and building security related issues. Represents the department at community and school meetings. Speaks before school and community organizations. Responds to requests and inquiries from the public and others. Serves as a liaison to other offices within the department, other departments, and other jurisdictions, and schools. Develops and conducts in-house training and staff development programs. Conducts safety training classes. Assists in administering the office’s operating budget. Reviews and tracks expenditures. Issues change orders to transfer money from one account to another. Issues recommendations regarding promotions and disciplinary actions. Participates in grievance hearings. Researches and compiles information required to develop bids and contracts. Prepares specifications for material and equipment purchases. Meets with vendors. Tests and evaluates supplies, materials, and equipment. Administers the fleet management system. Performs other duties as assigned.

Requirements

  • Graduation from an accredited college or university with a bachelor’s degree.
  • Eight years of progressively responsible experience in building maintenance and/or construction, five years of which were in a supervisory capacity.
  • Possession of a valid class C Maryland driver's license or an equivalent is required.
  • Knowledge of the principles and practices of building maintenance and construction.
  • Knowledge of supervising building maintenance, and construction.
  • Knowledge of the tools and equipment used in building operations, maintenance, and construction.
  • Knowledge of the principles and practices building environmental services.
  • Knowledge of safety rules and regulations.
  • Knowledge of the administration of operating budgets.
  • Knowledge of administering in-house training and staff development programs.
  • Knowledge of bid and contract administration.
  • Technology competency.
  • Knowledge of and skill in the use of database, internet, spreadsheet, word processing, and related applications.
  • Knowledge of and skill in data analysis.
  • Skill in supervising building maintenance and construction projects.
  • Skill in planning, coordinating, and reviewing the work of subordinate employees.
  • Skill in maintaining a large and complex operating budget.
  • Skill in the operation of personal computers and office software packages and preparing reports.
