The Manager, Estimating and Pricing will participate in proposal pricing activities and Cost Volume Development, providing support for all phases of the proposal process from development through negotiations. This role involves compiling cost, schedule, and technical elements for proposals in accordance with Request for Proposal (RFP) specifications and Federal Acquisition Regulations (FAR), coordinating data collection, analyzing Bills of Material (BOMs) and Basis of Estimates (BOEs), researching historical data, reviewing cost input, and preparing and presenting internal management reviews. The manager will also coordinate activities and participate in fact-finding meetings, should-cost and pricing reviews, and DCAA proposal audits, while providing direction to subordinate teammates and ensuring collaboration across departments for accurate, current, and complete proposal submissions.

Requirements

  • Typically requires a Bachelor’s and a minimum of 8 years prior relevant experience, or an Advanced Degree in a related field and a minimum of 5 years experience
  • Experience with Proposal Development and/or Cost Volume Management
  • Experience with Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), (TINA) and/or other Government Procurement regulations as they pertain to Bid/Cost proposals
  • Experience with common industry pricing tools and technology such as but not limited to ProPricer, MS Office (specifically Excel), etc.
  • U.S. citizenship is required, as only U.S. citizens are authorized to access information under this program/contract

  • Experience with industry estimating and pricing concepts, policy, practices and procedures
  • Experience with CAS & Disclosure Requirements including TINA
  • Must have strong verbal and written communication skills, as well as the ability to interact with senior levels of management and customer organizations

Responsibilities

  • Participate in proposal pricing activities & Cost Volume Development by providing support for all phases of the proposal process - proposal development through negotiations
  • Compile cost, schedule and technical elements in the development of proposals in accordance with the Request for Proposal (RFP) specifications and compliant with Federal Acquisition Regulations (FAR)
  • Coordinate the collection and accumulation of cost, scheduling and performance elements from functional departments
  • Analyzes BOMs and BOEs ensuring reasonableness, adequate rationale and proper backup data
  • Research and analyze historical data to support proposal efforts
  • Review cost input for reasonableness
  • Prepare and present internal management reviews up to the Director level in accordance with the proposal schedule
  • Coordinate activities and participate in fact-finding meetings
  • Participate in should-cost and pricing reviews with management and customer representatives
  • Support DCAA proposal audits
  • Participate as a member of the contract negotiating team
  • Provide direction/functions as an advisor to subordinate teammates to meet all objectives required for proposal preparation and monitors daily operations
  • Ensure all applicable parties (e.g., Engineering, Subcontracts, program management and other E&P colleagues) collaborate toward accurate, current and complete proposal submissions
