About The Position

At NorthBay Health, the Manager, Environmental Health & Safety is responsible for leading efforts which support the development, implementation and continuous monitoring of organizational compliance with Federal, State and Local EH&S regulations, The Joint Commission’s (TJC) Physical Environment (PE) and National Performance Goals (NPG) requirements, or any other healthcare accreditation agency requirements that may be applicable to NorthBay Health. The Manager, Environmental Health & Safety supports the Safety Officer by advising to organizational personnel in the appropriate safety strategies and compliance requirements of multiple regulatory agencies (federal, state, and local governments) including but not limited to CMS, Cal-OSHA, and the FDA, as well as other related Authorities Having Jurisdiction (AHJ), such as CDPH, OSHPD/HCAI, and any accreditation bodies. The Manager, Environmental Health & Safety ensures organizational EH&S programs are sustained and maintained in compliance with regulatory standards utilizing evidence-based methodologies. Safety program compliance will be thoroughly documented and readily available for inspectors and surveyors as required. The Manager, Environmental Health & Safety supports key stakeholders with safety improvement and injury prevention initiatives by identifying and minimizing hazards, reducing the risk of injury to patients, visitors and employees, with a goal of establishing and maintaining a clean and safe environment within all NorthBay Health facilities, including Hospitals, Ambulatory Surgery Centers (ASC’s), Medical Office Buildings (MOB’s) and other healthcare or non-healthcare buildings within the NorthBay Health System. Responsibilities

  • Manages requirements and supports leadership for all aspects of EH&S, TJC’s PE & NPGchapter requirements, and/or equivalent applicable AHJ requirements for safety.
  • Leads safety compliance, quality and performance improvement activities to ensure that all EH&S requirements and TJC’s PE and NPG standards are met or exceeded.
  • Monitor and maintain required documentation to show organizational compliance with EH&S codes, standards, policies and procedures.
  • Supports with maintaining organization wide policies and procedures related to EH&S regulations and TJC’s PE and NPG standards.
  • Manages the organization’s Hazardous Materials and Waste management program and related EH&S requirements. Collaborates with Environmental Services leadership as it relates to Regulated Medical Waste.
  • Supports hospital decontamination response including education/training, equipment, standards and regulations. Work with key internal stakeholders and outside agencies such as city, county, state and federal agencies regarding decontamination.
  • Participates in safety related incident investigations, RIR, RCA and FMEA activities.
  • Active participant in the Safety Committee and related work groups.
  • Develops relationships with leaders and liaisons with key overlapping departments to manage EH&S issues
  • Participates and facilitates system-wide multi-disciplinary safety rounds, to include on construction and project activities.
  • Work collaboratively with Employee Health and department leadership to support system–wide Employee Safety strategy around injury prevention and mitigation of safety hazards.
  • Evaluate, implement and utilize technology where appropriate to reduce hazards, risk of errors and improve Employee Safety.
  • Enhance and maintain culture of safety through using tools such as behavior-based safety to navigate to zero harm and zero defects.
  • Manages the control/elimination of hazardous working conditions and unsafe employee practices through safety plans, training and education.
  • Remain current with emerging regulations and issues related to workplace safety.
  • Work collaboratively with HR and departments to facilitate a Safety Resource Staff (SRS) team with the development of the SRS training program.
  • Collaborate with SRS to meet organizational and department specific needs. Monitor SRS team performance throughout the year and during review.
  • Supports the Emergency Management program by collaborating with Emergency Preparedness Manger.
  • Serves as alternate Safety Officer when Incident Command is initiated.
  • Provide emergency EH&S support when needed.
  • Represents the Safety Department in preconstruction meetings and activities.
  • Other duties as assigned.
