About The Position

Leads enterprise-wide emergency management initiatives ensuring robust preparedness, response, and recovery capabilities for disasters, crises, and emergencies impacting the health system and facility. Manages the evaluation, acceptance testing, preventative maintenance, and repair of complex communications systems. Manages, plans, and organizes the staff and activities of the Communications department for assigned facility. Manages all activities of the department to optimize safety, effectiveness, efficiency, and economy of the communication systems.

Requirements

  • Bachelor's Degree required, or equivalent combination of education and related experience.
  • 6-8 years of relevant experience and 2-5 years of leadership / management experience, required.

Nice To Haves

  • Experience in emergency management, ICS, disaster response, or crisis communications, preferably in a healthcare or enterprise setting.
  • Knowledge of emergency planning, risk assessment, incident command systems, and relevant certifications (e.g., CHEP) are highly desirable.
  • Strong skills in critical thinking, problem-solving, leadership, and multi-channel communications during high-pressure situations.

Responsibilities

  • Maintains 24x7x365 switchboard operator schedules, approves vacations and performs all payroll functions.
  • Develops, implements, and monitors site emergency management programs based on evaluation of organizational expertise, applicable laws, regulations, and accepted practice; ensures compliance to TJC, federal state and local requirements.
  • Consults with management and staff on a wide variety of program issues, policies, and concerns including surge capacity planning, continuity of operations planning, and emergency response and mitigation strategies.
  • Maintains relevant plans, policies, and procedures as required.
  • Conducts training programs for staff on emergency preparedness, response protocols, and crisis communication.
  • Conducts risk assessments and hazard vulnerability analysis to identify potential emergencies (e.g., natural disasters, technological incidents, or public health crises) and develops mitigation strategies focused on communications, resilience, and information flow.
  • Coordinates emergency response efforts during incidents, serving as the primary communications link to ensure timely, accurate dissemination of information to staff, leadership, external partners, and the community.
  • Leads or participates in multi-agency coordination during emergencies, collaborating with local, state, federal agencies, and healthcare partners to support effective response and recovery.
  • Manages post-emergency recovery communications, including damage assessment reporting, resource coordination, and performance improvement plans.
  • Responds to, supports, and evaluates EOP activations. Prepares After Action Reports and Improvement Plans and ensures appropriate follow-up.
  • Oversees Emergency Management Committee and related activities.
  • Develops, communicates, and builds consensus for goals in alignment with the health system.
  • Manages all activities of the department to optimize safety, effectiveness, efficiency, and economy of the site communication health system.
  • Prepares statistical and financial reports and surveys for hospital and outside agencies.
  • Ensures resolution of vendor and site administrative and technical problems.
  • Provides leadership to Enterprise Communications team members and supervisors by communicating and guiding toward achieving department objectives.
  • Develops, communicates, and builds consensus for goals in alignment with the health system.
  • Manages all activities of the department to optimize safety, effectiveness, efficiency, and economy of the site communication health system.
  • Manages the evaluation, acceptance testing, preventative maintenance, and repair of complex communication systems.
  • Manages all communication vendor relationships.
  • Develops and prepares department’s annual operational budget for review by the appropriate administrator.
  • Monitors expenses to ensure operation is within budgetary constraints.
  • Develops departmental policies and procedures; supervises team members, interviews, and hires new personnel.
  • Authorizes approval for purchase of supplies, check requests, and petty cash vouchers.
  • Prepares statistical and financial reports and surveys for hospital and outside agencies.
  • Ensures resolution of vendor and site administrative and technical problems.
