About The Position

The Manager of System Emergency Management Administration supports the UH emergency management program by assisting the Director in strategic planning, design, and coordination of system emergency management activities. This position also provides support to the medical centers by assisting in the development of plans that minimize disruptions of service during times of emergency and ensuring patient and caregiver safety. Serves as a subject matter expert and resource where directed and needed, leading and/or managing identified program projects and priorities. Responsible for a coordinated response to natural disasters and large scale emergencies. Is responsible for the daily oversight of the Emergency Management Officers.

Requirements

  • Bachelor's Degree In Emergency Management or other related field (Required)
  • 5+ years Emergency Management (Required)
  • Excellent verbal and written communication skills. (Required proficiency)
  • Familiarity with the principles of Emergency management. (Required proficiency)
  • Strong computer skills including all MS platforms. (Required proficiency)
  • Leadership and communication skills (Required proficiency)
  • Organization skills with high level attention to detail
  • FEMA ICS 100, 200, 700, 800 (Required within 90 Days)

Nice To Haves

  • 5+ years Experience preparing for and managing complex incidents (e.g. Trauma Center, Pediatric Emergency, Multi-Agency collaborations)

Responsibilities

  • Coordinates with the department Director on strategic planning, development, execution, and evaluation of preparedness related training, drills, and exercises
  • Ensure collaboration with external agencies and committees regarding emergency preparedness to ensure CMS and other regulatory standards are known and met.
  • Oversee the Assistant Secretary Preparedness Response (ASPR) funding and other grants to ensure a coordinated spending plan across the health system and develop and maintain a system wide inventory and deployment plan for disaster supplies.
  • Manages and collaborates with the emergency management team on plans, after action reports, and other documentation to ensure consistent and uniform documentation that is compliant with regulatory requirements.
  • Lead and manage program projects and priorities, such as development of hospital emergency response team (HERT)
  • Serves as Emergency Management Officer for assigned entities.
  • Leverage Emergency Preparedness knowledge to assist community hospitals with the development and enhancement of their Emergency Preparedness programs.
  • Participate in response to incidents that require Emergency Preparedness oversight, including supporting the HICS when activated, as a subject matter expert.
  • Support production of Incident Action Plans during response and support recovery efforts following EOP activations.
  • May serve other departments as SME as needed.
  • Performs other duties as assigned.

  • Must abide by all requirements to safely and securely maintain Protected Health Information (PHI) for our patients. Annual training, the UH Code of Conduct and UH policies and procedures are in place to address appropriate use of PHI in the workplace.
