Quanta Government Solutions (QGS) is seeking a Manager, Business Intelligence Analytics, to lead enterprise data and reporting strategy in support of mission-critical government programs. This role ensures leadership, program teams and clients have timely, accurate, and actionable insights to drive operational excellence, compliance, and strategic decision-making. The Manager is responsible for designing and overseeing scalable business intelligence (BI) solutions that transform complex data into standardized dashboards, performance metrics, and executive reporting. Working cross-functionally, this client-facing role partners with program leadership, IT, finance, and compliance stakeholders to strengthen data governance, improve reporting transparency, and advance data-driven operations across the enterprise. This position requires strong analytical expertise, experience working with government agencies, and the ability to translate technical information into clear insights for executive and non-technical stakeholders. This position plays a critical role in enabling QGS to achieve its mission through responsible and effective use of data. You serve as a critical bridge between technical and business teams, ensuring that complex technical initiatives are managed with clarity and discipline. Through strong analytics and performance visibility, you enable data-driven decision-making across the organization and provide leadership with the insights needed to guide QGS's continued growth. The Manager, Business Intelligence Analytics ensures that: Leadership receives accurate, consistent, and actionable performance insights. Reporting frameworks align with federal requirements and agency priorities. Data governance, quality, and security practices meet audit and compliance standards. Programs operate with measurable performance transparency. Resources and funding decisions are supported by evidence-based analysis. Cross-division reporting standards and definitions are consistently applied. The organization progresses toward modern, scalable, and secure data operations.

Requirements

  • 5–7 years of relevant experience in business intelligence, analytics, or data-driven performance management, including enterprise reporting and stakeholder-facing delivery.
  • Experience building Power BI reports connected to Microsoft Dataverse and/or Deltek Costpoint data sources
  • Familiarity with Deltek Costpoint ERP system and its data structures
  • Experience managing technical implementation programs such as system migrations, data warehouse implementations, or enterprise system rollouts
  • Familiarity with data architecture terminology including data warehouses, ETL/ELT processes, data lakes, and integration patterns
  • Advanced SQL skills including joints, aggregations, and query optimization

Nice To Haves

  • Experience with additional business intelligence and analytics tools such as Qlik View, Qlik Sense, or Tableau
  • Familiarity with PMO methodologies and frameworks (PMI, Agile, Lean)
  • Change management or organizational development experience
  • Background in data analysis, business analytics, or performance management

Responsibilities

  • Lead development of enterprise dashboards, performance scorecards, and compliance reporting solutions.
  • Define and standardize KPIs aligned with agency objectives, statutory requirements, and contractual performance frameworks.
  • Oversee the full BI lifecycle: requirements gathering, data validation, modeling, visualization design, testing, documentation, and user adoption.
  • Establish and enforce standards for data governance, metric definitions, quality assurance, and reporting consistency.
  • Partner with IT to enhance data architecture, integration pipelines, security controls, and system scalability in alignment with federal requirements.
  • Deliver executive-level reporting to support operational oversight, funding decisions, audits, and strategic planning.
  • Translate complex datasets into actionable insights for program evaluation, budget justification, and performance improvement initiatives.
  • Ensure audit readiness through rigorous data validation, documentation, and internal control alignment.
  • Manage analytics initiatives including timelines, risks, stakeholder coordination, and cross-functional communication.
  • Promote organizational data literacy through training, documentation, and adoption best practices.
  • Stay current on federal data policies and digital strategies best practices.
  • Perform other duties as assigned
