About The Position

The Naval Surface Warfare Center Philadelphia Division (NSWCPD) is a Department of Defense entity responsible for research and development, test and evaluation, engineering, and Fleet support services for the Navy’s ships, submarines, military watercraft, and unmanned vehicles. This position supports NSWCPD Code 24 which is responsible for program management, engineering, technical, and logistics support for Hull, Mechanical, and Electrical (HM&E) systems on U.S. Navy Submarines.

Requirements

  • Bachelor's degree in Business-related discipline from an accredited university.
  • Ten (10) years of experience providing business process improvement initiatives focused on U.S. Navy organizations to improve operations, productivity, and profitability, including performing process flow mapping, identification and removal of non-value added processes, and implementation of metrics.
  • Three (3) years of experience with process improvement initiatives within the Naval Submarine community, to include command level metrics and initiatives.
  • One (1) year of the three (3) years including experience with Navy Submarine programs, organizations, functions, guidelines, and processes.
  • Proficiency in Microsoft Office, specifically, Word, Excel, PowerPoint, and Outlook software.
  • Excellent verbal and written communication skills, as well as presentation skills.
  • Excellent organizational skills and attention to detail.
  • Excellent time management skills with a proven ability to meet deadlines.
  • Strong analytical and problem-solving skills.
  • Ability to prioritize tasks and to delegate when appropriate.
  • Thorough understanding of, or the ability to quickly learn about the project or product being developed.
  • High comfort level working with and around all military/organizational levels, clients, customers, suppliers, and visitors.
  • Must be highly reliable and demonstrate personal initiative to operate in a fast-paced environment with changing priorities.
  • An active DoD Secret security clearance.

Nice To Haves

  • Navy and/or NAVSEA experience.
  • Ten years of experience.

Responsibilities

  • Cost analysis, estimating expected costs for the project.
  • Prepare and implement a budget based on estimates.
  • Conduct risk assessments, report identified risks to management; provide recommendations for mitigation of risk (including termination of the project if appropriate).
  • Developing and providing assessments associated with contractor team performance, including quality, cost control, schedule, management, and compliance to all contract requirement.
  • Coordinate technical meetings and correspondence amongst the government agencies, while mindful of upcoming deadlines, and schedule meetings accordingly.
  • Assist NSWCPD program managers with the development and tracking of Plan of Action & Milestones (POA&Ms) for related installations, programs, and projects.
  • Assist with Database management to help manage commitments and provide information to stake holders.
  • Ensure compliance with federal, state, local, industry, contractual, and company regulations, standards, specifications, and best practices.
  • Perform other related duties as assigned.
