About The Position

The Naval Surface Warfare Center Philadelphia Division (NSWCPD) is a Department of Defense entity responsible for research and development, test and evaluation, engineering, and Fleet support services for the Navy’s ships, submarines, military watercraft, and unmanned vehicles. This position supports NSWCPD Code 24 which is responsible for program management, engineering, technical, and logistics support for Hull, Mechanical, and Electrical (HM&E) systems on U.S. Navy Submarines.

Requirements

  • Bachelor’s degree in engineering or Business-related discipline from an accredited university, and Project Management Professional (PMP) certification (required for either degree).
  • Ten (10) years of experience in the performance of project management, contract management, budgeting, scheduling, planning, estimating, progress tracking, and planning related to HM&E systems onboard U.S. Navy Submarine programs and projects.
  • Proficiency in Microsoft Office, specifically, Word, Excel, PowerPoint, and Outlook software.
  • Excellent verbal and written communication skills, as well as presentation skills.
  • Excellent organizational skills and attention to detail.
  • Excellent time management skills with a proven ability to meet deadlines.
  • Strong analytical and problem-solving skills.
  • Strong supervisory and leadership skills to foster a professional, respectful, and collaborative, teamwork environment.
  • Ability to prioritize tasks and to delegate when appropriate.
  • Thorough understanding of, or the ability to quickly learn about the project or product being developed.
  • High comfort level working with and around all military/organizational levels, clients, customers, suppliers, and visitors.
  • Must be highly reliable and demonstrate personal initiative to operate in a fast-paced environment with changing priorities.
  • Active Secret clearance is required.

Nice To Haves

  • Master's degree in Engineering or Business-related discipline from an accredited university, and Project Management Professional (PMP) certification (required for either degree).

  • Navy and/or NAVSEA experience.

Responsibilities

  • Cost analysis, estimating expected costs for the project.
  • Prepare and implement a budget based on estimates.
  • Conduct risk assessments, report identified risks to management; provide recommendations for mitigation of risk (including termination of the project if appropriate).
  • Promptly address performance related questions, concerns, and/or complaints throughout the project.
  • Developing and providing assessments associated with contractor team performance, including quality, cost control, schedule, management, and compliance to all contract requirement.
  • Act as a liaison between company, customers, and vendors.
  • Ensure compliance with federal, state, local, industry, contractual, and company regulations, standards, specifications, and best practices.
  • Perform other related duties as assigned.
